About this file

This is a Justification for Sole Source Procurement (Simplified Procedures - MPT to ≤ SAT) for Purchase Request/Document Number 1301389961.

The United States Naval Observatory (USNO) is acquiring VAE Inc.'s IT PIE Operations Suite software (Manufacturer No. PIE-OPS-1Y-75) for 75 devices on a sole source basis from September 6, 2026, through September 5, 2027. The procurement is restricted to VAE Inc. (CAGE Code 1U3C5) under the supply category, with funding provided through FY26 Navy Operations & Maintenance appropriations. The justification cites patent, copyright, and proprietary data limitations on competition, as IT PIE OPS is the only commercially available product certified by the Defense Threat Reduction Agency (DTRA) and Department of Defense Chief Information Officer for cyber assessments and network monitoring. USNO requires this software to secure and manage network assets critical to disseminating precise time data, GPS-based Position Time and Navigation (PNT) systems, and communications infrastructure throughout the Department of Defense and federal government. The software provides real-time asset discovery, dependency mapping, and network modeling capabilities essential to USNO's mission under DoD Instructions 4650.06 and CJCSI 6130.01H. Market research confirmed the product is unavailable through Government-Wide Acquisition Contracts (GWACs), Multiple Award Contracts (MACs), DoD Enterprise Software Initiative (ESI) contracts, GSA Federal Supply Schedule (FSS) contracts, or NASA Solutions for Enterprise-Wide Procurement (SEWP) vehicles. The justification has been certified by the Requiring Activity at NAVSUP Fleet Logistics Center, Norfolk Contracting Department, Fleet Directorate.

Source Selection Information – See FAR 2.101 and 3.104

A patent, copyright or proprietary data limits competition.

USNO, under DoDI 4650.06 and CJCSI 6130.01H, is the authoritative source for Precise Time and Time Interval (PTTI), Celestial Reference Frame (CRF) and Earth Orientation Parameters (EOPs) for the DoD.

USNO timing, CRF, and EO data products are critical to GPS-based Position, Time and Navigation (PNT) and most communications systems utilized by DoW, other Government agencies, and the nation.

IT PIE OPS Advantage is the chosen tool by Defense Threat Reduction Agency (DTRA) for cyber assessments and authorized for use by the Department of Defense (DoD) Chief Information Officer (CIO) as part of the DTRA cyber toolkit. As IT PIE OPS is already authorized for use by DTRA and the DOD CIO the use of an alternative software would require DoD CIO authorization and would impede USNO’s readiness posture, impact mission, and require additional personnel effort to validate than an alternative software is appropriate for use.

The use of VAE Inc.’s IT PIE OPS is essential to providing the required network security and threat reduction that the United States Naval Observatory requires. IT PIE is the only product that leverages automation to discover assets, map dependencies, and model networks in real time. By simulating scenarios before changes are made, IT Pie helps USNO modernize infrastructure, avoid costly downtime, and accelerate transformation with less risk. This provides the network stability in which UNSO requires, by providing the necessary tools to continue disseminating precise time data among the DoW.

IT-PIE OPS is proprietary to VAE Inc. and is the only commercially available product that can provide the required reliability, performance, and capability that meets USNO’s mission requirements. No other source has been identified that can provide a network monitoring software solution that is certified by DTRA and DoD CIO and meet the mission requirements of the United States Naval Observatory.

These are "direct replacement" parts/components for existing equipment.

Other information to support a sole source action:

Market research was conducted by the Requiring Activity using multiple methods to assess the availability of sources capable of meeting the Government's requirements. These efforts included consulting knowledgeable Government and industry representatives regarding market capabilities; participating in industry outreach and interactive online communications with industry, acquisition personnel, and customers; obtaining source lists for similar products from other contracting activities, Government agencies, trade associations, and other relevant sources; and reviewing manufacturers', distributors', and dealers' catalogs, as well as other publicly available product literature and online resources.

Additionally, the Contracting Office verified that the required products are not available through existing Government-Wide Acquisition Contracts (GWACs) or Multiple Award Contracts (MACs), including, but not limited to, DoD Enterprise Software Initiative (ESI) contracts, GSA Federal Supply Schedule (FSS) contracts, and NASA Solutions for Enterprise-Wide Procurement (SEWP). In accordance with DoW Instruction 8000.02, a tiered vehicle is not available for this procurement and it is anticipated to issue a new Purchase Order to VAE Inc. for IT PIEE OPS software.
