About this file
This document is a Justification for Sole Source (Simplified Acquisitions) for the United States Naval Observatory (USNO), seeking to procure one (1) large-format COSMOS-4K high-frame rate scientific camera from Teledyne Digital Imaging US, Inc. The camera is specifically required to support the USNO's 1.3m telescope for multiple operational observing programs and Department of Defense requirements, with a required delivery date of 31 December 2025.
The sole source justification details the unique functional requirements of the camera, including precise pixel scale, wide field of view, quantum efficiency of >90%, and high frame rate compatibility with the existing telescope system. Teledyne Digital Imaging US, Inc. is identified as the only vendor capable of providing this exact COSMOS-4k camera that meets the minimum government requirements, with the estimated cost of the camera redacted in the document. The justification emphasizes that alternative solutions would require significant telescope modifications or replacements, potentially costing over $1M, thus making this specific camera the most cost-effective solution for the USNO's scientific observation needs.

Text version
Source Selection Information See FAR 2.101 and 3.104 and a sufficiently high frame rate, all of which is needed to be compatible 1.3m telescope to support multiple operational observing programs. This telescope has been chosen as the only available system to meet all needs of an operational observing mission to support DoD requirements. The COSMOS-4k meets all form, fit, function compatibility requirements. Form and fit are not unique to the COSMOS-4k, however function, as described below, is.
Form:
The equipment must be of a size and mass to be compatible with the 1.3m telescope. Many other cameras fit the form requirement, but if the camera did not meet the form requirement, that would require heavy modification to the telescope, or an entirely new telescope, which for a comparable system would cost the Government $1M+ dollars depending on the solution.
Fit:
The equipment must be able to physically & electronically interface with the 1.3m telescope and its support systems.
This capability is not unique to this system, but failure to meet this requirement would, again, cost the Government unnecessary funding.
Function:
This camera will be integrated with the 1.3m telescope to perform specific precision measurements of high-dynamic range and wide field-of-view fields of stars. The 1.3m telescope optics place specific requirements on pixel scale (to properly sample the data), detector size (to enable a wide field of view), quantum efficiency (in order to efficiently capture the light necessary for the precision measurements), and high frame rate (to enable high-dynamic range image stacking). All these qualities are required to meet requirements to sustain and develop required operational programs.
The COSMOS-4k Camera meets all functional requirements uniquely while representing the minimum requirements of the Government.
Other information to support a sole source action:
Per above, the COSMOS-4k camera from Teledyne Digital Imaging US, Inc. uniquely matches minimum requirements. Teledyne Digital Imaging US, Inc. is the only vendor for this exact COSMOS-4k camera. The sole exception to this is that Teledyne Digital Imaging US, Inc will occasionally work with one other vendor to provide the camera with as an integrated system (that is, a telescope integrated with the camera). As USNO already has a telescope that meets requirements, an integrated system is not the minimum requirement and would be a increase in cost an order of magnitude greater than the cost of the camera. Teledyne Digital Imaging US, Inc. is therefore the sole vendor able to provide the camera that meets the minimum requirements.
