Description of the supplies or services required, the estimated price/cost, and required delivery date.
NAVSUP Weapon Systems Support (NAVSUP …….. Each VSU has the capability of managing 70 inventory trays. Each inventory tray is configured with adjustable partitions and dividers to enable the locating and mapping of the inventory that will be loaded in the VSUs. To meet current configurations for inventory, NAVSUP requires the purchase of one hundred and twenty-six (126) Flexcon four-inch-high dividers and one hundred and twenty-seven (127) Flexcon six-inch-high dividers. The Independent Government Estimate (IGE) for this requirement is $ . Delivery is expected within six weeks (6) 42 days of contract award. In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
As noted above, to meet current configurations for inventory within their V&H Kardex Remstar VSUs, NAVSUP requires the purchase of one hundred and twenty-six (126) Flexcon four-inch-high dividers and one hundred and twenty-seven (127) Flexcon six- inch-high dividers. The dividers required must be constructed out of a non-metallic material and non-static producing material as many of the components that are stored in the VSUs are susceptible to static discharge. The partitions and dividers cannot add any measurable weight to the VSU inventory trays as inventory tray weight is computer controlled, calculated, managed and deducted from each storage units inventory trays overall inventory capacity. The partitions and dividers must adhere to the same dimension sizing for all 40 cells available. Lastly, given that the VSU is a computer controlled automated moving inventory tray vertical tower storage system, it is imperative that nothing moves on the trays while the system is in motion. The Flexcon partitions and dividers are constructed out of a lightweight treated tempered hardboard material and are therefore nonmetallic and non-static producing.
Furthermore, the Flexcon partitions and dividers are configured to provide cell shape integrity and are produced to a tolerance of +/- 1/16 tolerance to conform to inventory handling and will remain stationary while trays are in motion. No other product has been identified that can meet the Government’s minimum requirements at this time that will enable NAVSUP to meet their current and expanding mission requirements. Only the products manufactured by Flexcon Containers can meet the Government requirement.
I CERTIFY THAT THE INFORMATION PROVIDED ABOVE IS COMPLETE AND ACCURATE TO THE
BEST OF MY KNOWLEDGE. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN COMPETITION.
