1. Contracting Activity: Department of Veterans Affairs, VISN 02, New York Harbor Healthcare System

Manhattan campus , Engineering Service, Transaction number 630-22-3-6080-0165

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Medical Center requires the chill water coils in five air handlers be replaced. In addition, a cooling tower fan motor be replaced. These replacements will provide for full capacity cooling of the Medical Center. The cooling coils provide for air conditioning in areas critical to patient care. The total cost of these activities is estimated at $246,135.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

An emergency contract is requested to provide for replacement of essential cooling coils for air conditioning in mission critical areas of the Medical Center, such as Sterile Processing Services, Pharmacy, Morgue, and inpatient areas. The failed coils were identified during cooling system startup. Sizing of coils was performed, and the failed component was accessed for inspection to determine if in situ repairs could be performed.

The work requires specialty skills to properly replace the chill water coils in five air handlers and the cooling tower fan motor, in-house resources are not capable of independently completing this work.

The fan motor is essential to Chiller Plant operation and is necessary for the full capacity performance needed to cool the Medical Center throughout the warmer summer months.
