3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Motorola Solutions, Inc. is the sole provider of hardware and software capable of hosting a communication network infrastructure which interfaces with Motorola brand RF radios and components use by the VA police. In addition, Motorola has the technical expertise, trained personnel, established business & service processes in place to fulfill this requirement.
4. Description of market research conducted and results or statement why it was not conducted: Motorola has been the sole provider of ‘secure’ network communication and support services for the Orlando VAMC at Lake Nona. A search on Federal Procurement Data System (FPDS-NG) identified four VA contracts awarded to Motorola from 2012 to the present servicing the needs of the Orlando VAMC at Lake Nona. Additionally, Motorola confirms subcontracting with small businesses (to include SDVOSBs & VOSBs) for projects related to system design and installation services; however, Motorola is the sole provider of support services and host of the managed network that provides radio communications for police radios.

Hicaps, Inc of Greensboro, NC provides construction management, telecommunications planning, design, implementation of digital & radio systems. Further market research confirms Hicaps, Inc does not offer a hosted communication network or support services for RF radios.
A search of Ability One’s website confirmed this requirement is not available on Ability One’s procurement list nor is this requirement available through Federal Prison Industries (FPI).
A search of the Program Executive Office (POE), National Strategic Source Listing site did not identify any National Contracts (NC), Blanket Purchase Agreements (BPA), or Basic Ordering Agreements (BOA) that provide an annual service plan or support of the Astro 25 – Managed Zone Core system for Veterans Health Administration (VHA) facilities.

A search of the Small Business Administration (SBA) Dynamic Small Business Search (DSBS) website using NAICS 515111 and keywork ‘Motorola’ identified 13 possible small businesses. Further review shows these firms offer equipment sales, consulting & design services, installation of radio system. None of these firms provide (host) a secure radio communication network.
