About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services valued at $30,000, operating under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12. Purchase Request Number 31040PR260000472 seeks to procure labor, materials, and equipment from Global Grab (277 Mallory Station Road Suite 112, Franklin, Tennessee) to establish a new conduit pathway for the GRAB barrier system, install upgraded 18/3 EFO wiring, and integrate the new infrastructure with existing Master Control Panel (MCP) and Barrier Control Panel (BCP) systems in a security guard shack to ensure proper barrier operation.

The justification for restricting competition to a single source is based on Global Grab's proprietary ownership and manufacturing of the GRAB 300 barrier system. Market research conducted by Base Portsmouth Facilities Engineering determined that Global Grab holds patents and is the sole provider capable of meeting mission requirements due to the system's complexity, which incorporates custom-engineered and programmed relays, sensors, and programmable logic controllers (PLCs) not available as off-the-shelf replacements. Troubleshooting and repair require proprietary diagnostic equipment and specialized technical expertise not available from other local service providers. Fair and reasonable price determination will be based on comparison to the Independent Government Cost Estimate (IGCE). The contracting officer, Nathan Charles Chappell, digitally signed the justification on May 20, 2026.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

Market research conducted by Base Portsmouth Facilities Engineering has determined that Global GRAB Technologies is the proprietary owner and manufacturer of the GRAB 300. While they hold patents and are the primary source for service and support. Global Grab is the sole provider capable of meeting the mission requirements for the Smith & Wesson Grab 300 Barrier system. This system is a highly complex traffic management solution incorporating numerous specialized relays, sensors, and PLCs. Unlike standard commercial systems, many of these components are custom-engineered and programmed specifically for this application, precluding the use of 'off-the-shelf' replacements. Because troubleshooting and repair require proprietary diagnostic equipment and specialized technical expertise not found in other local service providers, procurement from Global Grab is necessary to ensure the continued security and functionality of the facility.
