2. Nature and/or Description of Action:

The U.S. General Services Administration (GSA) Federal Acquisition Service (FAS) Assisted Acquisition Services Division (AASD) is supporting the U.S. Air Force (USAF), Command, Control, Intelligence, Surveillance and Reconnaissance (C2ISR) Division, and their subordinate units. This sole source justification is being requested to procure Enterprise Contracted Logistics Support (ECLS) services required to support the USAF C2ISR Division, and their subordinate units located at Robins Air Force Base (RAFB), GA through a bridge contract. The bridge contract will provide support to Air Force Distributed Common Ground System (AF DCGS), Integrated Broadcast System (IBS), U-2, Special Projects, EBA, MQ-9 and the support of their worldwide missions. The services will be procured under FAR Parts 12 and 13.5 procedures. The nature of

Federal Acquisition Service this action is to secure authority to allow for continued contractor support by awarding a short-term bridge contract to Spectrum Comm, Inc, North American Industrial Classification System (NAICS) code 541614 – Process, Physical Distribution, and Logistics Consulting Services. The long-term follow-on contract is anticipated to be awarded by April 14, 2023. Therefore, a bridge contract will prevent a lapse in coverage until the follow-on effort is awarded.

The bridge contract will be awarded with a four-month base period and will include two one-month option periods. The option periods are included in the event additional time is necessary to complete the follow-on contract award. The services will be procured using a hybrid contract type vehicle consisting of firm-fixed price (FFP) for labor support and cost reimbursable no-fee (CRNF) for travel, Vehicle and Military Handling Equipment (MHE) repairs, non-stock listed materiel and Other Direct Costs (ODC) shipping material.

Period of Performance:

The Period of Performance will consist of a base period of four months and two one-month renewable option periods.

3. Description of Supplies or Services:

The objective of this contract is to provide all Contracted Logistics Support (CLS) performance tasks required to accomplish the enterprise-level materiel management, warehousing, and other product support activities crucial to the C2ISR Division sustainment mission. A key component of the ECLS requirement is extensive reliance on the web-based Automated Logistics Management Support System (ALMSS) in conjunction with other Department of Defense (DoD) approved supply support systems (e.g., D200 [Requirements Management System], D035 [Stock Control and Distribution System], D043 [Master Item Identification Control System]). These logistics support systems, as directed by the C2ISR Division (Logistics Section), will be used to

Federal Acquisition Service track material usage, provide historical data, determine stocking levels, and provide stock control and distribution functionality for both national stock number and part number peculiar items for wholesale and retail distribution.

Mission requirements include, but are not limited to, providing world-class sustainment, integrated logistics, and the coordination of weapon system acquisition, operational and sustainment support for the C2ISR weapon systems.

This effort is an enterprise approach to total lifecycle logistics support and specialized global supply chain management (SCM) for supported C2ISR weapon systems. This effort is required to accomplish the enterprise-level materiel management, warehousing, and other product support activities crucial to the C2ISR sustainment mission.

4. Authority and Supporting Rationale:

The authority for this sole source justification is FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The requiring activity’s minimum needs and required levels of services, at this time, can only be satisfied by the incumbent contractor until the follow-on contract is awarded and the future contractor is fully operational.

The current contract FA8555-18-D-0001 will expire on November 15, 2022, where the contractor provides ECLS necessary for the weapon systems sustained by the Air Force Life Cycle Management Center (AFLCMC), C2ISR Division (HBG), Logistics Section (HBGML) at RAFB, Georgia. Weapon systems supported by ECLS include the U-2 aircraft, the Distributed Common Ground System (DCGS), Special Projects, MQ-9 (Reaper), and associated support systems. The contractor supports the C2ISR Division by implementing an enterprise approach to total lifecycle logistics support and specialized global SCM for supported C2ISR weapon systems. The contractor is required to accomplish the enterprise-level Materiel Management, Warehousing, and other product support activities crucial to the C2ISR Division sustainment mission.

However, due to recent changes to geo-political mission requirements, a strategic re-evaluation of future ECLS service requirements and supported systems must be finalized by the C2ISR Division before the Government can solicit or award a follow-on competitive effort. The C2ISR Division is not expected to finalize the strategic evaluation of future ECLS requirements for each of the supported weapon systems until October 2022, which does not allow for a competitive action to be awarded or transitioned prior to the expiration of the current contract. In addition, based on recent mission requirement changes, it is expected that the C2ISR Division will decrease the scope of existing ECLS requirements. Therefore, any actions to solicit or award a follow-on effort until the strategic evaluation is complete would result in a duplication of cost to the Government in both funding and resources. A partial termination would likely be required to de-scope the requirement, resulting in a loss of time and cost spent training qualified personnel that may be deemed

Federal Acquisition Service unnecessary. Therefore, it is imperative that the C2ISR Division complete the strategic evaluation before a competitive action can be solicited. The award of this bridge contract allows for continuation of crucial ECLS services until the changes to mission requirements are fully analyzed by the C2ISR Division. Award to any other source at this time would result in unacceptable delays in fulling the current mission requirements.

The current incumbent contractor, Spectrum Comm, Inc., which has performed the contract requirements for nearly five (5) years under contract FA8555-18-D-0001. The recent Contractor Performance Assessment Report System (CPARS) has identified in the areas of

A new contractor would be required to transition (i.e., hire employees, transition of Government facility, GFE, etc.) the current contract in a highly accelerated fashion which would result in substantial duplication of effort for this short-term contract and interject significant risk to continued operations. Additionally, a competition for this requirement could potentially result in different contractors performing the requirements over the course of a few months. This could lead to personnel instability, significantly extended learning curves, performance degradation through the loss of efficiencies, and the loss of critical specialized capabilities.

The bridge contract will be awarded to Spectrum Comm, Inc., in accordance with FAR 6.302-1.

Spectrum Comm, Inc. is not a small business under the NAICS code applicable to this contract.

The requiring activity does not have the capability of assigning military or Government civilians necessary to provide the technical skills afforded through this contract. The proposed bridge contract would ensure continuation of services currently provided by Spectrum Comm, Inc.

Extending the existing contractor’s performance will allow for continued operations without break in service which is critical to the weapon systems sustained by the AFLCMC / HBGML at RAFB, GA. Efforts to award a competitive follow-on are underway with an anticipated award by April 14, 2023.

5. Contracting Officer Determination:

The Independent Government Estimate (IGE) was derived using effort managed by AFLCMC / HBGK at RAFB, GA. Price and cost analysis will be used, as applicable, in accordance with FAR Part 12 and FAR Part 13.5 to determine the negotiated price fair and reasonable.

The basis of estimate projections in this IGE was developed independently by the Government.

The IGE was developed

Federal Acquisition Service to come up with the fully burdened labor rate on the IGE for the full six-month Period of Performance (Base period of four months and two -one-month options).

The Other Direct Costs and Travel estimates within the IGE were calculated

Labor categories supporting ECLS services are projected to remain consistent on the bridge contract.

The Contracting Officer will utilize the following methods to determine the price fair and reasonable to the Government. The proposed price will be evaluated in accordance with FAR

12.209 and 15.403-3(c) both of which address price determinations for commercial items and services. The Independent Government Estimate (IGE) will be utilized for price comparison purposes. If necessary, a technical evaluation will be completed by the Government technical team for use in cost analysis. Certified cost or pricing data will not be obtained in accordance with FAR 15.403-1(b)(3).

6. Market Research:

In accordance with FAR Part 10, market research was conducted. GSA is currently working to conduct a competitive source selection, with an award planned by April 2023. A bridge contract of up to six (6) months is the only feasible solution to ensure coverage in service from expiration of the current contract on November 15, 2022, and the follow-on source selection performance start date.

A search in the Acquisition Gateway via the Solutions Finder was conducted on 02 May 2022.

The search was conducted using NAICS 541614 and keywords “Logistics Support Services”. The search yielded 23 results. Of the 23 results returned, OASIS SB, OASIS Unrestricted, MAS, and MAS PSS are viable solutions; however, the incumbent contractor that will be awarded the bridge effort does not currently hold a schedule contract under the NAICS assigned for this effort.

A search was conducted in May 2022 using the Dynamic Small Business Search (DSBS) at SBA.gov with NAICS 541614 and keyword “Logistics Support Services.” Several profiles for small businesses were found.

A Request for Information (RFI) was released on 31 January 2022 via GSA eBuy to all vendors under MAS 541614SVC. There were responses to this RFI. Each response submitted was reviewed and capability determinations were completed. of the respondents were determined capable and were determined not capable because they did not clearly demonstrate familiarity with and/or the ability to perform ECLS requirements. The Government expects sufficient competition for the follow-on requirement.
