About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) prepared by NASA Kennedy Space Center for a sole-source contract award to Space Florida for Shuttle Landing Facility (SLF) Landing Fees III.
NASA intends to award a sole-source contract to Space Florida Spaceport, Inc. (SPFL) for airfield services at the Shuttle Landing Facility operated by NASA Kennedy Space Center in Florida. The services include flight and ground operations, air traffic control (including premium after-hours support), aircraft marshalling and parking, ground generator connection, ramp rental, runway and field usage, aircraft starting cart services, fueling of government aircraft, aircraft loading and servicing, T-shelter and AGE shelter rental, aircraft roping services, and other airfield support. The contract performance period is not more than five years with an estimated maximum value that accounts for normal annual operating costs plus overtime and weekend requirements at a 3% annual escalation factor, with subsequent actions potentially issued if the initial contract vehicle is for less than five years. The justification notes the SLF Agreement between NASA and SPFL, executed June 22, 2015, establishes SPFL as the sole operational authority for the facility. The sole-source procurement is authorized under 10 U.S.C. 3204(a)(1) implemented by FAR 6.103-1. The statutory authority is based on the property agreement executed between NASA and SPFL, which stipulates SPFL as the exclusive source for providing airfield services. A synopsis notice was published on Sam.gov on January 23, 2026, in accordance with FAR Part 5. Prior market research reviewed T-38 landing and takeoff data, market rates at comparable Florida airfields, and technical data for similar operations. The contracting officer determined the anticipated cost to the Government is fair and reasonable through proposal analysis and price comparison to historical data and similar items.

9. FAR 6.104-1(a)(9) – Any other facts supporting the use of other than full and open competition:
The property agreement executed between NASA and SPFL establishes SPFL as the only source for providing airfield services at the SLF. Currently, the only other landing strip near KSC which could possibly be used is the skid strip at the Air Force, which would result in significant transportation costs. The use of any other airport would be cost prohibitive due to transportation costs after landing and would introduce security concerns. Payloads and personnel that come to KSC are often sensitive and restricted in nature. Moreover, it would not be practical to try to affect the level of security that exists on KSC at an external airfield, nor do the Government transportation options exist at external locations. The SLF site alone possesses the capacity, transportation, and minimized public health aspects that are necessary to support NASA KSC flight operations. The proximity of the SLF to processing and operational activities mitigates myriad safety and health concerns.
10. FAR 6.104-1(a)(10) – A listing of the sources, if any, that expressed an interest in writing in the acquisition:
A notice of NASA’s intent to award this sole-source action will be synopsized on the GPE website (Sam.gov) per FAR part 5 (See Section 6 above).
11. FAR 6.104-1(a)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
