This is a Justification for Other than Full and Open Competition document prepared by the U.S. General Services Administration (GSA) Office of Leasing for a lease extension. The GSA seeks approval to negotiate a three-year lease extension with the current lessor for 41,514 rentable square feet (RSF) of office and related space, yielding 36,112 ANSI BOMA office area, plus 115 parking spaces (27 surface and 88 structured). The current lease (GS-04P-LFL41065) expires February 28, 2026, with the proposed extension commencing March 1, 2026. The location is in the Westshore submarket of Tampa, Florida. The current fully serviced rental rate is below current market rates based on recent market analysis. The space includes specialized facilities and requires additional HVAC support to meet mission requirements.

The justification relies on 41 U.S.C. 3304(a)(1) and GSAR 570.402-5, which permit negotiation with the incumbent lessor when only one responsible source can satisfy agency requirements and duplication of costs through competition cannot be recovered. GSA completed a cost-benefit analysis demonstrating that relocation costs estimated at substantial amounts and tenant improvement duplication would exceed the cost of remaining at the current location with estimated savings to the Government over the 36-month extension term. Market research confirmed the Westshore submarket has 2.7 million square feet available with a 13.7% vacancy rate and average asking rents for 3-star buildings ranging from stated amounts with projected 14.4% vacancy for 2026. The anticipated rental rate for the extension is deemed fair and reasonable. GSA will re-initiate a competitive long-term procurement with an estimated delivery date of Spring 2029 for a fifteen-year replacement lease. The document was certified by the Lease Contracting Officer on February 13, 2026, reviewed for legal sufficiency on February 17, 2026, and approved by the Competition Advocate on the same date.
