BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.

Membership to the European Organisation for Civil Aviation Equipment (EUROCAE). The membership is used by the USCG to participate in the development of European standards associated with aircraft navigation, communications, and distress systems.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE

REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED.

EUROCAE is the only provider of this membership. EUROCAE is an international organization associated with International Civil Aviation Organization (ICAO) and comprised of the European Union member states, as well as other nations. EUROCAE deals exclusively with aviation standardization of airborne and ground systems and equipment. The company develops aviation performance and operating standards. This unique membership is not provided by any other organization in Europe; however, there is a similar organization in the United States, which services the U.S. and Canada, the RTCA.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED

FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE

Due to the USCG’s SARSAT mission needs, other potential sources are not available. The USCG conducting market research from July 2021 through December 2021. The results determined that EUROCAE and the RTCA are similar organizations with two separate jurisdictions. EUROCAE supports countries in the European Union and RTCA supports the U.S. and Canada. The results of the market research determined that EUROCAE is the only source that can provide the services and information to meet the USCG’s SARSAT mission.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE

SUPPLIES OR SERVICES.

It is within the USCG mission to perform Search and Rescue (SAR), via air, land and sea. The USCG participates in the United States Search and Rescue Satellite (SARSAT) Program, which the USCG has a role to coordinate maritime SAR. The USCG assumed lead for obtaining and sustaining a membership with EUROCAE to support U.S. SARSAT goals and objectives in the support of international aviation distress alerting and SAR response. This includes coordination with foreign commercial aircrafts. EUROCAE helps produce the standards for European Union member states. Therefore, the USCG’s membership to EUROCAE services ensures USCG can communicate and navigate, utilizing the standards of the foreign commercial aircrafts.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE

TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT

AVAILABLE.

Due to the nature of the services provided by EUROCAE, full and open competition is not available.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR

OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.

For future acquisitions, the USCG will do, further market research to ensure no other organization has come into the market or replaced EUROCAE as the sole European representative.
