About this file
This is a Justification and Approval (J&A) document for a sole source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) under the authority of VAAR 819.7008. The Department of Veterans Affairs, Regional Procurement Office West, intends to award a firm-fixed-price contract to Power Edge, Inc. (UEI: JR5RQ8NMPDW5; CAGE: 7QN36) for the procurement and delivery of rack-mounted, three-phase, lead-acid Uninterruptible Power Supply (UPS) systems. The systems must be 208/120V units with L21-20P input and L21-20R output connections, suitable for installation in telecom rooms and data center racks, and include rail kits and standard OEM warranty. The estimated contract value is $119,975.31, with required delivery and installation coordination to meet facility activation milestones on or before September 30, 2026, to support critical IT/telecommunications room activation at the Eastern Oklahoma VA Health Care System (EOVAHCS) – Tulsa VA Medical Center.
The justification cites 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c) as statutory authority for the sole source award under the Veterans First program, which permits noncompetitive awards to certified SDVOSBs without a determination that only one source is capable. Market research across VetCert, SAM.gov, DSBS, FPDS, and OEM channels identified Power Edge, Inc. as an OEM-authorized distributor for Battery Backup Power, Vertiv, and Eaton, with confirmation that the company is a responsible source capable of meeting all salient characteristics, timeline, and warranty requirements within standard commercial lead times. Price reasonableness will be established using commercial catalog comparisons, prior VA UPS purchases, and OEM dealer quotes. The document includes certifications from the Electronic Technician at Muskogee VAMC, the Contracting Officer (Matthew Brown, dated 09/10/2026), and the Branch Chief at RPO-W, confirming the justification's accuracy and compliance with requirements for other than full and open competition.

1. Contracting Activity: Department of Veterans Affairs, Regional Procurement Office West – (RPO-W)
2237 623-26-4-5455-0759
2. Nature and/or Description of the Action Being Approved: The Department of Veterans Affairs (VA) intends to award a NEW firm‑fixed‑price (FFP) contract to a certified Service‑Disabled Veteran‑Owned Small Business (SDVOSB), Power Edge, Inc. (UEI: JR5RQ8NMPDW5; CAGE: 7QN36), under the authority of VAAR 819.7008 (Deviation) for the procurement and delivery of Uninterruptible Power Supply (UPS) systems required to support activation of critical IT/telecommunications rooms at the Eastern Oklahoma VA Health Care System (EOVAHCS) – Tulsa VA Medical Center. This J&A supports ONE standalone contract action and will not be used to support more than one contract. No unpriced options are included in this action; should future options be contemplated, a separate J&A or a Class J&A will be prepared prior to exercise.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: Supply and delivery of rack‑mounted, three‑phase, lead‑acid (VRLA) Uninterruptible Power Supply (UPS) units, 208/120V, with L21‑20P input and L21‑20R output connections, suitable for installation in telecom rooms/data center racks; includes rail kits and standard OEM warranty. Estimated total value: $119,975.31.
Required delivery/installation coordination to meet facility activation milestones on or before 09/30/2026.
4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S.
Code § 8127(c), as implemented by RFO 6.103-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR
819.7009 (DEVIATION)- up to $5,000,000. Check the specific VAAR clause used below:
( X ) 819.7008 Sole source awards to a certified service-disabled veteran-owned small business;
or ( ) 819.7009 Sole source awards to a certified veteran-owned small business
5. Demonstration that the Contractor’s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): VA’s Veterans First (38 U.S.C. §8127(c)) permits a noncompetitive award to a certified SDVOSB without a determination that only one source is capable. Power Edge, Inc. is an OEM-authorized distributor for multiple qualifying UPS manufacturers (Battery Backup Power, Vertiv, and Eaton) and can meet all salient characteristics, timeline, and warranty requirements. SDVOSB has been assessed as a responsible source and can deliver within standard commercial lead times.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by RFO 6.301 and, if not, which exemption under RFO 5.101(b)(1) applies:

Effective Date: 12/15/2025
Market research included VetCert (SBA), SAM.gov, DSBS, FPDS, and GSA eBuy queries; OEM/channel checks confirmed availability via SDVOSB distributors (including Power Edge, Inc.). Given the Veterans First authority and urgency to support facility activation, a sole source to a certified SDVOSB is in the Government’s best interest. Publicizing will follow FAR 5 and RFO 6.301 requirements, as applicable.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Price reasonableness will be established using commercial catalog/pricelist comparisons, prior VA purchases of comparable UPS units, and OEM dealer quotes. Historical price references (e.g., FY2022 Power Edge purchase order for related equipment) and current competitive market checks will be documented in the file. If required, additional cost/price analysis will be performed consistent with FAR Part 12, RFO 6.104-1(7), and VA guidance.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: Searches across VetCert, SAM.gov, DSBS, FPDS, and OEM channel partners identified multiple SDVOSB distributors capable of providing compliant UPS systems; notably Power Edge, Inc. (UEI: JR5RQ8NMPDW5; CAGE: 7QN36; OEM-certified for Battery Backup Power, Vertiv, and Eaton) and Blue Steel Power Technologies (SDVOSB, authorized for Xtreme Power Conversion). Results confirm adequate SDVOSB capability and supply chain access;
Veterans First authority permits a sole-source award to a responsible SDVOSB under the $5M threshold.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None beyond the statutory authority cited in Section 4 and activation timeline requirements.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: Power Edge, Inc.
(SDVOSB) – OEM-authorized distributor for Battery Backup Power, Vertiv, and Eaton.
Blue Steel Power Technologies (SDVOSB) – OEM-authorized distributor for Xtreme Power Conversion.
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to
Competition before Making subsequent acquisitions for the supplies or services required: Future procurements may be set aside competitively for SDVOSBs under VAAR 819.7006 if timelines permit; VA will continue to publish sources-sought notices and monitor OEM channel authorizations to expand SDVOSB vendor pools.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
