VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for BRAND NAME IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-23-AP-3265
1. Contracting Activity: Department of Veterans Affairs, VISN 06, Asheville VA Medical Center, 1100 Tunnel Road, Asheville NC 28805. Purchase Request Number: 637-23-3-996-0119
Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The
Charles George VAMC has a requirement to procure Howard Medication Carts: (7) Howard Medical HI-Care E Plus Cart, (10) Howard Medical HI-Paradigm E Cart and (2) Howard Medical Pinnacle E Model for support of Nursing Services. The Howard Medication Carts are medical workstations to provide nursing staff with the capability to manage veteran medicine treatment and documentations of medical therapy.
Estimated Contract Value: $245,583.14
2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Howard Medication Cart will accommodate an increase in medication administration and add to the current inventory. This purchase is a VISN6 replacement/upgrade to workstations on wheels deployed in 2013. The Howard Medical Medication Cart will allow the Nursing department to streamline medication management, significantly reduce the amount of time needed for each medication pass, improve compliance to regulatory standards, increase accuracy, minimize medication errors, and, ultimately, improve patient care and would allow for continued standardization with the current fleet of Howard Medical Carts (workstations on wheels). This standardization strives to reduce the possibility of staff errors and maintain patient safety. Procuring other manufacturer items would undermine current standardization efforts, and would result in an increased cost that are not anticipated to be recouped. Based on facility need and existing conditions, like or similar items will not suffice.
3. Description of market research conducted and results or statement why it was not conducted:
Market research was limited to due to the brand-name only status of this requirement. A sources sought was posted to contracting opportunities from 04/25/2023 to 05/01/2023, two responses received. The CO researched all required sources and deemed that the items are available from the OEM and authorized distributor/reseller. The CO intends to pursue this requirement as Small Business utilizing FFP to the Lowest Price Technically Acceptable IAW FAR Part 13.
4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
