About this file
This is a Justification and Approval document for a contract extension under FAR 6.104 (GSA Class Deviation RFO-2025-06). The document requests an extension of Contract 47PH0818C0001 and authorization to add terrazzo testing and inspection services. The contract was originally awarded to Duvall Decker Architects PA on February 15, 2018, in the amount of $3,165,998.00 for Architect-Engineering services supporting the design, construction, and commissioning of a new federal courthouse in Greenville, Mississippi. The original completion date of November 10, 2021, was extended multiple times due to construction delays, with the most recent completion date set for July 31, 2026. GSA seeks to extend the contract because construction is approximately 99 percent complete with only punch list items remaining, and unexpected terrazzo floor concerns have arisen that require Duvall Decker's continued involvement as both the designer and construction manager.
The justification emphasizes that Duvall Decker possesses unique qualifications and eight years of project experience essential to complete remaining closeout requirements and terrazzo repair services. Denying the extension would result in a 45-60 day procurement lead time for a new contractor, significant cost increases to the government, loss of specialized expertise, and further delays to the Court's occupancy date. The GSA Contracting Officer estimates additional costs not exceeding a specified amount (redacted) for terrazzo testing and inspection. The document notes that the original contract was competed under the Brooks Act based on highest technical capability, and that Duvall Decker Architects PA is a small business concern. The justification will be posted on www.sam.gov per FAR 6.301, with an effective modification date of July 31, 2026.

Justification and Approval Contract Extension for Contract 47PH0818C0001 FAR 6.104 (GSA Class Deviation RFO-2025-06)
1. Prepared by: U. S. General Services Administration, Public Buildings Service (PBS), Office of Acquisition Management (OAM), Capital Project Acquisition Delivery Division
(PQA)
2. Description of the action being approved: This is a request to extend Contract 47PH0818C0001 and to add terrazzo testing and inspection services to the contract.
The contract had a completion date of July 31, 2026.
3. Description of supplies or services required: The contract was awarded to Duvall Decker Architects PA on February 15, 2018, in the amount of $3,165,998.00. The award was for Architect-Engineering (A/E) services to provide professional services to facilitate the design, construction and commissioning of a new federal courthouse in Greenville, MS. The Notice to Proceed was the date of the Contracting Officer who executed the award with a completion date of November 10, 2021. Due to ongoing construction delays, Duvall Decker’s contract has been extended numerous times resulting in a completion date of July 31, 2026. Since substantial completion of the construction contract was achieved on May 4, 2026, leaving only punch list to be performed by the construction contractor, the services needed for Duvall Decker was closeout activities and there was no need to extend the contract.
Unfortunately, the punch list items on the construction contract have not been completed and additional concerns have arisen relating to the terrazzo floor. Based on this occurring after Duvall Decker’s completion date, the GSA Contracting Officer (CO) was unable to extend the contract before the completion date.
4. Proposed Contractor’s Unique qualifications or Nature of the Acquisition:
GSA has been working with Duvall Decker for the past eight (8) years on this project from design to construction administration services. Duvall Decker as the designer and construction manager has all the knowledge and expertise needed to complete the remaining project services. A time extension is needed to support the remaining requirements as it pertains to punch list (construction is 99% complete) and associated terrazzo repair services.
To impede Duvall Decker from completing the close out requirements and reprocure the terrazzo repair services will result in a significant cost impact on the Government and would delay the progress made by the construction contractor to complete the courthouse. The construction contract is currently behind schedule, and any delay will further jeopardize the Court’s occupancy date and GSA’s mission to support the client in the timeliest, practical, and efficient manner.
To deny an extension would result in the following negative impact:
a) Significant delays in subsequent construction requirement. The Procurement Acquisition Lead Time (PALT) to procure the services needed for completion is 45-60 days. This time includes acquisition professionals preparing a scope of work, Independent Government Cost Estimate, acquisition plan, solicitation posting time, site visits, evaluation of quotes, responsibility checks, award and kick off meeting. A potential new contractor would spend countless hours getting acquainted with the remaining punch list requirements and the terrazzo flooring repair and inspection requirements. The additional procurement time would result in increased costs for the government, increased administrative burden, cause further delays and would jeopardize the mission of the Courts to occupy the new Greenville Courthouse. The additional cost to the government could result in increased costs averaging .
b) A loss of expertise in performance. Duvall Decker has designed and performed construction management in the construction of the courthouse as it relates to contract completion and the repair needed for the terrazzo flooring. If an extension is not granted, expertise and experience in the field will be lost.
5. Description of efforts made to ensure that offers are solicited from as many potential sources as possible, including whether a notice was or will be publicized as required by part 5 and, if not, which exception under part 5 applies:
The extension would be issued to Duvall Decker Architects PA. Based on FAR 6.301, this justification will be posted on www.sam.gov. No exception applies.
6. Demonstration that the anticipated cost will be fair and reasonable: The GSA Contracting Officer and GSA Project Manager anticipate additional costs estimating no more than for the terrazzo testing and inspection. If Duvall Decker requests additional compensation, the Award Decision Document will document the results.
7. Market Research conducted and results or statement of the reason why market research was not conducted: Market research was conducted prior to contract award.
Market research was utilized to ensure that small businesses had an opportunity to compete. Award was made to Duvall Decker Architects PA which is a small business concern. No additional market research was conducted.
8. Facts supporting this justification: Contract 47PH0818C0001 was competed and awarded based on the Brooks Act. The successful firm was selected based on the highest technical capability and no further competition is required. The A/E firm selected was Duvall Decker Architects PA, 2915 N State Street, Jackson, MS 39216- 4202. Currently Duvall Decker is completing construction administration services as it relates to the construction contract. The contract needs to be extended due to the construction contractor is approximately 99% complete and Duvall Decker still has closeout requirements of the contract
If the extension is not granted, the GSA CO would need to negotiate a contract for the terrazzo testing and inspections. Any new procurement awarded would need to have
