About this file

This is a Justification for Exception to Fair Opportunity, a federal contracting document submitted by the U.S. Department of State on behalf of the DOJ/DEA Asuncion Country Office in Paraguay.

The acquisition seeks to award a single-source contract to Cellebrite Inc. (1861 International Drive, Suite 300, McLean, VA 22102) for three one-year software licenses totaling $46,500.00 USD under a firm-fixed-price (FFP) arrangement. The required supplies consist of: one Cellebrite Inseyets Online license with 100 unlocks (SN# 365412371), and two Cellebrite Inseyets Offline Unlimited Physical Analyzer licenses (SN# 1612421268 and SN# 913402465). The exception to fair opportunity is justified under FAR 16.507-7 (Items Peculiar to One Manufacturer) because the agency-owned equipment is manufactured exclusively by Cellebrite and the licenses are required to operationalize the requesting office's integrated workflow in support of programs targeting drug trafficking organizations, supporting bilateral narcotics control cooperation, and enhancing national security. Cellebrite Inc. is identified as the sole vendor capable of providing and integrating the required licenses to ensure continued functionality of existing equipment. The Contracting Officer has determined the $46,500 price is fair and reasonable based on price competition and market prices. The document is signed by Iman Khozouee (DEA, SIU Program Coordinator) as the Technical and Requirements certifier and Edward Swann as both the Contracting Officer and Head of Contracting Activity approver.
