Cleanliness levels of lubricating oils and hydraulic fluids is an important factor in ensuring proper operation of ship machinery. Submarine Ship Service and External Hydraulics systems, in particular, require fluids with a limited amount of contaminants. The most commonly used device for measuring cleanliness levels of oil in the Navy is the Portable Oil Diagnosis System (PODS), last manufactured by Beckman Coulter Life Sciences. This device is an automatic particle counter, with the principle of operation based on light obscuration. This instrument is used in some surface shipboard environments, in all laboratories within the Navy Oil Analysis Program (NOAP), and at all PMT sites.

In August 2021, Beckman Coulter announced that it has stopped manufacturing PODS or any replacement devices and has left the particle counting industry; with calibration support of existing instruments ending before 2026. Currently there are several devices available on market with features similar to the PODS.

A laboratory study and shipboard trial recently completed by NSWCPD Code 331 compared automatic particle counters with features similar to the PODS. Two models were found to be technically acceptable, but only one has features that enable it to be used in an environment like a PMT site.

The PAMAS S40 GO is a portable particle counter with measurement based on light obscuration. The device can operate on battery power, has an internal pump for drawing the oil sample into the measurement cell, can handle fluids of various viscosities, can report in the standard used by the submarine community (NAS 1638 / SAE AS 4059), and has a printer for outputting results.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

a. The PAMAS S40 GO can be operated on battery power and has an internal pump for drawing the oil sample into the measurement chamber, so oil samples can be tested pier-side or in an office environment.

b. The PAMAS S40 GO has a built-in printer, enabling output of data for entry into the Submarine Maintenance Monitoring Information System (SMMIS).

c. The PAMAS S40 GO can output cleanliness levels in NAS 1638 / SAE AS 4059 reporting standards that are in use by the submarine community, in addition to ISO 4406 which is being introduced into the Navy.

d. The PAMAS S40 GO has an approximately commercial price and the Parker iCount OS (IOS 1210) is approximately With the increased cost, comes additional features, which ship’s force rated as important. Two main features are the auto-shutoff for the pump and high working viscosity limit which removes the need for preliminary water bath steps. The auto-shutoff allows for the operator to multi-task or walk away while testing. This feature also prevents the pump from accidentally being run dry and damaging the unit. The auto-shutoff would be critical in testing a large number of samples but may not be as important to LCS Independence Class as the expected use is for infrequent testing to verify cleanliness after corrective maintenance or new oil onload testing. If an oil with a working viscosity greater than the rating for a unit is tested, this could cause the unit to seize and become damaged. The procedures were all written with preliminary water bath steps instructions to prevent this, but sometimes procedures are misunderstood or not followed. If instructions are not completely followed for preliminary water bath steps or if the pump were accidentally left on, the Parker iCount OS (IOS 1210) could be damaged. Due to the auto-shutoff and high working viscosity of the PAMAS S40 those causes of damage are not a concern. The PAMAS S40 GO is acceptable for laboratory use for ISO 4406 direct report.

e. The PAMAS S40 GO has dimensions similar to the PODS.

f. The PAMAS S40 GO has a simple user interface and can use oil sample bottles of various sizes.

g. Introduction of the PAMAS S40 GO at PMT sites will be simple because the device has numerous features in common with the PODS.

h. The PAMA S40 GO has the desired measurement accuracy and repeatability needed to ensure particle counts are accurately identified within the limits as called out by Naval Ships’ Technical Manual (NSTM) Chapter 556 and NSTM Chapter 262 respectively. Other Particle Counters that are less accurate and not as consistent with results may lead into unnecessary additional maintenance and system downtime by causing false out of specifications. This would lead to unwarranted cleaning of hydraulic systems and could risk preventing a Submarine from mission readiness. Supporting documentation provided.

PAMAS oil analyzer is acceptable for Laboratory use for ISO (International Organization for Standardization) reporting. Two oil analyzers were deemed acceptable, but only one should be selected for shipboard use. That selection is made by the Technical Warrant Holder (TWH). PAMAS oil analyzer is the only In Service Engineering Agent (ISEA) approved Oil analysis tool for shipboard oil analysis. The PAMAS oil analyzer will move to eventually have an NSN assigned. Due to the obsolescence situation of the current oil analyzer, the program cannot wait for an NSN to be created as the need to replace the PODS is immediate. The vendor is no longer supporting repair and calibration materials of the current oil analyzer.

By going with the PAMAS oil analyzer all 8 PMT commands can utilize the existing parts and accessories from the current in-service PODS oil analyzer benefitting from the existing understanding and use of an oil analyzer. Use of any other brand would not be able to meet the needs of the Government and would cause compatibility issues with existing parts and accessories resulting in additional undue cost.

PMAS has authorized distributors in which the required PAMAS oil analyzer can be procured.
