About this file

This is a FAR Part 6 Justification and Approval document for a single-source procurement by the 177th Fighter Wing (177 SFS), located in Atlantic City, New Jersey, through the 177th Mission Support Command (177 MSC) as the contracting activity.

The procurement concerns the purchase and installation of security equipment upgrades to the existing Advantor Systems Corporation (ASC) Access Control System (ACS) and Intrusion Detection System (IDS) for the Aerospace Control Alert (ACA) area. ASC will provide design drawings, current equipment versions, connections, testing, and training to deliver a fully operational system. The justification cites authority under 10 U.S.C. 3204(a)(1) and RFO FAR 6.103-1, asserting that Advantor Systems is the only responsible source capable of meeting requirements due to the proprietary nature of the existing infrastructure. The document notes that Advantor products are available through GSA Federal Supply Schedule GS-07-F-8785D and that no independent dealers, distributors, or authorized installers exist for the proprietary ACS and IDS required for the ACA. The justification emphasizes that replacing the existing Advantor Systems infrastructure would be cost-prohibitive due to capital expenditure requirements for complete replacement, sunk investment losses, and recertification and retraining costs. Previous procurement history includes related ACS and IDS contracts for relocatable simulator shelters and building maintenance. Johanna Paz, the Contracting Officer, prepared and approved the justification on August 19, 2026, with contact information provided as 609-761-6097 and johanna.paz.1@us.af.mil.

FAR Part 6 Justification and Approval for Other than Full and Open Competition

1. Requiring Activity: 177 SFS, Atlantic City, New Jersey

2. Contracting Activity: 177 MSC

3. Description of Action: The 177th Fighter Wing requires upgrades to the existing Advantor System Corporation’s (ASC) Access Control System (ACS) and Intrusion Detection System (IDS) equipment to ensure the resources located at the Aerospace Control Alert (ACA) area are properly secured IAW DAFI 31-101, Integrated Defense.

4. Description of Supplies/Services: ASC shall provide and install Access Control and Intrusion Detection equipment to tie into existing 177FW Advantor security infrastructure. ACS will provide design drawings, most current version of equipment, connections, testing, and training to provide a fully operational system.

5. Authority Cited: RFO FAR 6.103-1: Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C 3204(a)(1).

6. Reason for Authority Cited: The application of 10 U.S.C. 3204(a)(1) and RFO FAR 6.103-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) is required for this procurement. The existing access control, intrusion detection, and security camera systems utilized to secure 177FW buildings and military assets operate on a proprietary infrastructure exclusive to Advantor Systems.

Procurement by other than full and open competition is necessary because Advantor is the only source available to service the Advantor-brand, USAF-approved, and PL3-certified ACS & IDS. Therefore, it is in the Government's best interest to retain Advantor Systems Corporation to provide, update, maintain, and repair all equipment and services associated with its systems.

7. Efforts to Obtain Competition: No other sources shall be considered for this requirement. Replacing the existing Advantor Systems infrastructure at the 177th Fighter Wing (177FW) is cost-prohibitive due to the massive capital expenditure required for a complete "rip-and-replace" of fully functional security hardware, the loss of sunk investment in existing infrastructure, and the added costs of system-wide recertification, technician licensing, and personnel retraining.

8. Actions to Increase Competition: N/A
