About this file

This Justification Review Document supports a sole-source procurement by the U.S. Army Combat Capabilities Development Command (DEVCOM), Benet Laboratories. The contract is for one Novacam Cannon Barrel Straightening Scanning System and mounting fixture for the Profile Verification system at Watervliet Arsenal, with a total estimated price of $280,000.00 using FY25 RDT&E funds. The procurement will be awarded to Willrich Precision Instrument Company Inc., a small business, in Q1 FY2026.

The justification emphasizes the need for a sole-source award because Novacam is the original equipment manufacturer with unique software compatibility for existing systems at Watervliet Arsenal. Purchasing an alternative system would require costly software redevelopment, re-testing, and potential loss of cross-system compatibility. Market research conducted in June 2025 confirmed Willrich Precision as the only capable supplier, limited by a sales territory distributorship agreement. The government will publish required notices and consider any proposals received, though no additional competition is anticipated at this time.

FAR Part 13 Justification and Approval Simplified Procedures for Certain Commercial Items

1. Requiring Activity: U.S. Army Combat Capabilities Development Command (DEVCOM), Benet Laboratories

2. Contracting Activity: Army Contracting Command – Watervliet Arsenal (ACC- WVA) is the procuring activity for this action.

3. 5. Authority Cited: Title 41 U.S.C. §1901(e)(2) as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.

6. Reason for Authority Cited:

a. Background: Novacam is the Original Equipment Manufacturer (OEM) of the interferometry laser bore measurement system currently being integrated at WVA and is the only known manufacturer of equipment directly compatible with the software programs and specialized accessories already developed or purchased by WVA. Use of any other brand of equipment will require the Government to reproduce or re-procure these software programs and specialized accessories at a great expense that is unlikely to be recovered through competition.

b. Alternatives: There are no known alternatives that are compatible with the software programs being used currently at WVA.

JUNE 2025

c. Impact if not approved: If a different barrel scanning system is purchased, the Government will lose any benefit inherent to cross-compatibility with existing software and equipment at WVA. A new system other than what is requested will require WVA to develop and test new control software and a post-processor before the unit can support production, and such software will not be able to be utilized by the other systems at the facility. This would result in duplicate costs for engineering design and development that are closely aligned with the prior awarded order. Utilization of a technology other than what is being requested would incur an additional cost related to training, application integration design, and system validation testing.

7. Efforts to Obtain Competition:

a. Effective competition: The Government does not anticipate any effective competition for this action, as the required item is only sold by the original equipment manufacturer’s licensed dealer network within the U.S., and is further restricted by a sales territory distributorship agreement, limiting the dealer network to Willrich Precision Instruments, INC. based on WVA’s physical location. The notices required by FAR 5.201 will be published and all responsible sources may submit a capability statement, quotation, or proposal, which will be considered by the Government.

b. Subcontracting competition: Willrich Precision Instrument Company INC (Cage:

9S016) is a small business.

8. Actions to Increase Competition: Notices required by FAR 5.201 shall be published, and any proposals received shall be considered. Although no further action to increase competition is contemplated at this time, the Government will continue to survey the marketplace and review our acquisition strategy should additional information be received. Any information received will be considered to determine if a competitive acquisition should be conducted or to determine potential future requirements.

9. Market Research: Market Research was conducted and completed in June 2025 by Jordan Shepler, Mechanical Engineer, Benet Laboratories. Techniques used include internet searches and personal knowledge of the supplies of this type based on general knowledge acquired in the workplace. One supplier was found to be capable of providing the Novacam Cannon Barrel Scanning System mounting fixture, Willrich Precision Instrument Company INC, which is a small business. Additionally, ACC-WVA posted a source sought notice on SAM.gov from 10 June 2025 to 20 June 2025. One response was yielded from the notice from Willrich Precision.

10. Interested Sources: The notices required by FAR 5.201 will be published and any proposals received will be considered.
