About this file

This is a FAR Part 13 Justification and Approval document for simplified procedures for certain commercial items related to sign installation and services at Fort Lee, Virginia. The procurement involves providing skills, knowledge, and materials to install new lettering and back panels on various signs throughout the installation, including 7 gate entry signs, 14 entry requirements signs, 5 primary building signs, 1 secondary building sign, 12 standard street signs, 5 overhead street signs, and 1 ceremonial sign for Lee Avenue.

The requirement stems from a Department of Defense directive to redesignate Fort Gregg-Adams back to Fort Lee, effective June 11, 2025, in honor of Medal of Honor recipient Private Fitz Lee. The procurement is being conducted as a sole source acquisition under FAR 13.501(a)(1)(ii) due to the urgent timeline mandated by FRAGO 1 to HQDA EXORD 154-25, which requires implementation no later than August 31, 2025. The requiring activity is the Directorate of Public Works Operations & Maintenance Division at Fort Lee, while the contracting activity is the Mission Installation Contracting Command-Fort Lee. The document indicates this is a new requirement with no procurement history, and the total cost includes options per FAR 52.217-8. Market research was conducted based on material values and previous redesignation processes to align with current costs.
