About this file

This is a Justification Review Document for a sole source procurement under FAR Part 13 simplified procedures for commercial items. The U.S. Army Contracting Command Aberdeen Proving Ground (ACC-APG) Tobyhanna Division seeks approval to procure one Toyoda FH630SX-i Horizontal Machining Center with Fanuc 31i controller from Alta Enterprises, INC, the only authorized Toyoda reseller in the northeast region. The requirement is for a firm-fixed-price contract with an estimated contract value that has been redacted. The equipment will be sourced from Alta Enterprises' facility in Saucon Valley, Pennsylvania. The approval is contingent upon availability of funds and prior authorization of the supplies.

The justification demonstrates that sole source procurement is necessary because the new horizontal machining center must seamlessly integrate with Tobyhanna Army Depot's existing Toyoda FH630SX-i machine and a planned automatic tombstone changer system designed specifically for identical machine models. Alternative manufacturers including DMG Mori and Makino were evaluated but lacked the required B-axis rotary table configuration, FANUC control compatibility, and integration readiness. Market research confirmed only one authorized reseller exists in the geographic region. A Sources Sought Notice was posted on SAM.gov and GSA eBuy on September 24, 2025, with three vendors responding "no bid." An Intent to Sole Source was posted on SAM.gov on November 19, 2025, for the required 10-day notification period. The document includes certifications from the Technical Branch Chief, Mechanical Engineer, Contract Specialist, and Contracting Officer confirming the accuracy and reasonableness of the procurement justification.

7. Efforts to Obtain Competition: On 24 September 2025, a Sources Sought Notice was posted on SAM.gov and GSA eBuy to allow for vendor feedback and capability.

Three (3) vendors responded stating “no bid” due to not being an authorized resellers of Toyoda products in TYAD’s northeast region. ACC-APG Tobyhanna Division contacted Toyoda directly to confirm their list of authorized resellers for the northeast region.

Toyoda stated that there is only one (1) authorized reseller in the northeast region, Alta Enterprises, INC. Also, on 19 November 2025 and Intent to Sole Source was posted on SAM.gov for 10 days. If any responses are received, they will be considered for any future requirements. The Contracting Officer will publish the notices required by FAR

5.201 and any bids or proposals received shall be considered.

b. Subcontracting competition: N/A

8. Actions to Increase Competition: The Government will continuously conduct market research to identify sources capable of providing the Toyoda FH630SX-I Horizontal Machining Center (HMC) with Fanuc 31i control system in the northeast region.

9. Market Research: Market research was conducted to validate the requirement, including outreach to alternative HMC manufacturers such as DMG Mori and Makino, and preliminary quotes and capability statements were requested from both vendors, but these alternatives lacked the specific B-axis rotary table configuration, FANUC control compatibility, and integration readiness required for TYAD’s planned automatic tombstone changer system. We also utilized online sourcing platforms and industry contacts to identify potential suppliers; however, there is only one (1) authorized reseller in TYAD’s northeast region. While these efforts did not yield viable competitive alternatives to the Toyoda FH630SX-i, they demonstrate our commitment to a fair and open procurement process. This market research also confirmed that horizontal machining centers are commercially available, with a growing industry trend towards increased efficiency through features like enhanced chip removal and faster processing speeds.

10. Interested Sources: Alta Enterprises, INC, is the only company that has shown interest in performing this requirement. To date, no other sources have written to express interest
