About this file
This is a Justification Review Document (FAR Part 12 Justification and Approval) for a sole-source contract award by the Medical Readiness Contracting Office–West (MRCO-W) to provide blood, blood products, courier services, and testing services to the William Beaumont Army Medical Center (WBAMC) at Fort Bliss, Texas.
The procurement seeks to award a successive follow-on Firm-Fixed-Price (FFP) contract for a five-year period (base plus four one-year options) from April 1, 2026 through March 31, 2031, fully funded using Fiscal Year 2026 Defense Health Procurement (DHP) funds. The estimated annual quantities include 200 apheresis platelets, 320 red blood cells (leuko reduced), 50 fresh frozen plasma units, 60 pooled cryoprecipitate units, 8,000 red cell testing procedures, and 8,000 transaction fees. The contract is being awarded under Title 41 U.S.C. §1901 and FAR 12.102(b) as a sole-source acquisition because the contractor must be certified by AABB or College of American Pathologists (CAP), comply with all FDA regulatory standards, and provide courier service within required time-frames (1, 4, or 24 hours) for blood product delivery. Market research conducted November 2025 through January 2026 identified no other capable vendors within the Fort Bliss geographic area; a sources sought notice posted to SAM.gov on November 12, 2025 received zero responses. The procurement history shows three prior contracts awarded to the same contractor: W81K00-21-P-0079 (awarded March 30, 2021; March 2026 expiration), W81K00-20-P-0330 (awarded September 21, 2020; March 2021 expiration), and W81K00-18-D-0002 (awarded October 20, 2017; September 2020 expiration). The justification emphasizes that failure to provide timely blood products would increase patient mortality, particularly for trauma and surgical cases requiring acute hemorrhage treatment.

Approval
Based on the foregoing justification, I hereby approve the procurement of blood, blood products, courier services, and testing services on an other than full and open competition basis pursuant to the authority of Title 41 U.S.C. §1901 as implemented in FAR 12.102(b), restricting competition for acquisitions valued over the simplified acquisition threshold. The estimated value of the follow-on contract is for a five-year (base and four one-year options) period of performance from 01 April 2026 to 31 March 2031. The approval is subject to availability of funds, and provided that the supplies and/or services herein described have otherwise been authorized for this acquisition.
