About this file

This is a Justification Review Document for an Exception to Fair Opportunity under RFO FAR 16.507-6(b)(3) for the procurement of InfoVista software by the United States Army. The U.S. Army Capability Program Executive Command and Control Information Network (CPE C2IN), under the Army Global Unified Network (AGUN) program, seeks to execute a bilateral modification to Delivery Order W52P1J-20-D-0069 / W15P7T-26-F-0208 to procure additional InfoVista software licenses. The contracting activity is the United States Army Contracting Command (ACC) Aberdeen Proving Ground (APG) in Maryland. The procurement vehicle is the Army's Computer Hardware Enterprise Software and Solutions Information Technology Enterprise Solutions – Software 2 (CHESS ITES-SW2) contract, which provides flexible, competitive procurement for commercial off-the-shelf IT software.

The required deliveries include InfoVista Ativa Net Capacity software licenses across multiple sites with a required completion date of August 14, 2026: four licenses for Core 4, one for Core 3.0 GORGA/STWGA/BENGA, four for Midwest and West Sites, one for Core 3 NE Sites, and 7,000 licenses for RONIN. The anticipated period of performance is twelve months from the date of award. The justification cites economy and efficiency as the basis for this sole-source follow-on order, noting that the original requirement was competitively solicited among authorized InfoVista resellers under CHESS with fair opportunity provided to all awardees. The Army determined that pursuing alternative branded sources would cause unacceptable delays to scheduled migration Authorized Service Interruptions (ASIs) and result in damaging operational impacts. Prior market research conducted in May and June 2026 confirmed that InfoVista was the mandatory source and that no comparable alternative hardware or software was available from other manufacturers.
