About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition under FAR Part 16.5, related to a federal contract opportunity for a brand name talent acquisition platform software licensing requirement.
The key details are:
- The requirement is for a cloud-based talent acquisition software that will host candidate information, enable virtual hiring events and webinars, and provide advanced features like resume scanning and candidate search/sort capabilities.
- The software must be compatible with DoD and non-DoD users, and compliant with the Americans with Disabilities Act.
- The incumbent vendor is the original software developer and sole-source provider. Market research determined that no other vendors can meet the government's requirements.
- The contract was previously awarded on a sole-source basis via the CHESS IDIQ contract vehicle. The current acquisition will also be sole-sourced due to the brand name, proprietary nature of the software.
- The estimated value of the requirement is unknown. The contract was awarded to an unknown vendor on 2024-09-23 under Solicitation Number PANAPG24P0000018480.
