Rationale supporting the sole source acquisition (Authority under FAR 13.106-1(b))

The LARSA 4D Bridge Plus software is the only software that can satisfy the Office of Federal Lands need for software that can perform time dependent analysis and design of concrete segmental bridges. To assure that the software is up to date with standards and the designers have support on how to use the software, it is necessary to keep the software covered by a maintenance and support agreement. LARSA is the only company that can provide this service. Support is required during the design of these complex bridges.
