Name and Location of the organization making the purchase: Federal

Highway Administration Eastern Federal Lands Highway Division 22001 Loudoun County Parkway, Building E-2, Suite 200 Ashburn, VA 20147

Describe supplies and/or services being procured:

The Eastern Federal Lands Highway Division (EFLHD) DOT Tag #40723 is a UBIV (Under

Bridge Inspection Vehicle) that is required to have an ANSI A.92.8 operating safety inspection performed at either 1,000 hours of field use or every 4 years in service.

(ANSI: A.92.8-2012, 8.16)

Name and Contact Information of Required Source:

PAXTON-MITCHELL

108 SOUTH 12TH STREET

BLAIR, NE 68008

Rationale supporting the sole source acquisition (Authority under FAR 13.106-1(b))

The EFLHD DOT Tag #40723 is a UBIV (Under Bridge Inspection Vehicle) that is required to have an ANSI A.92.8 operating safety inspection performed at either 1,000 hours of field use or every 4 years in service. The manufacturer of this equipment is

Paxton-Mitchell. With a very small number of qualified facilities to perform the 4 year

ANSI safety inspection, it is determined that the original manufacturer will fulfill this inspection with the greatest knowledge of the equipment resulting in the shortest possible turnaround time reducing Bridge Inspection schedule interruptions.

The EFLHD has had repairs performed on the vehicle by different facilities in the past and have not always been completely satisfied with timeliness. Because of the timeliness and manufacturer’s familiarity of equipment, repairs and inspections performed by Paxton-

Mitchell in the past have been completed on schedule and within Government costs.
