Justification and Approval for Other Than Full and Open Competition

This document is a Justification and Approval (J&A) for a sole source, Indefinite Delivery Indefinite Quantity (IDIQ) contract to be awarded to Parraid LLC for Network Radio Gateways (NRGs). The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, New Jersey is the contracting activity, procuring on behalf of United States Special Operations Command (USSOCOM) to support the Radio Integration System (RIS) Family of Systems and Collaboration Suites Integration.

NRGs are specialized communication components that patch voice from phones, networked clients, and radios into single audio channels or conferences, enabling flexible field coordination and remote radio reconfiguration across multiple frequencies and settings. The devices must support radio and data channeling, be compatible with seven different tactical radio types, and hold Joint Interoperability Test Command (JITC) certification and cybersecurity accreditation as part of the RIS Authority to Operate (ATO). The anticipated contract ordering period extends five years from award, with 180-day delivery schedules following each delivery order. The Government anticipates procuring a minimum of one NRG and maximum of 520 NRGs throughout the IDIQ period. The statutory authority for sole source procurement is 10 U.S.C. 3204(a)(1), justified by Parraid LLC's unique combination of form, fit, function, configuration management, and interoperability requirements within the RIS ecosystem. Extensive market research through GSA Advantage, DLA's Public Logistics FLIS, NAVAIR's OSBP website, and internet searches confirmed only Parraid LLC meets all requirements. A Request for Information posted February 26, 2025, and pre-solicitation synopsis posted June 25, 2025, yielded responses only from non-conforming vendors unable to import data across radio frequencies. The Contracting Officer has determined the anticipated cost is fair and reasonable, and the Government will continue monitoring for potential future competitive sources.
