About this file
This is a Justification for Restricted Competition Below the Simplified Acquisition Threshold (SAT) for a brand name procurement by the Federal Highway Administration.
The Federal Highway Administration, Eastern Federal Lands Highway Division (EFLHD), located in Ashburn, Virginia, is procuring a one-year renewal of Oracle Corporation's software maintenance agreement for three products: Primavera P6 Enterprise Project Portfolio Management, Primavera P6 Progress Reporter, and Oracle Analytics. The total estimated cost is $42,419.88. These Oracle products serve as the Project Management Information System (PMIS) across all three Federal Lands Highway Division Field Offices for managing projects, resources, and budgets. The procurement will be made through authorized Oracle resellers. The restriction to a single source is justified based on a 2014 organizational directive requiring EFLHD to standardize on a single PMIS platform across Federal Lands. Oracle Primavera was selected over competing platforms, specifically Deltek Open Plan, following a comprehensive evaluation that considered purchase costs, conversion costs, operation and maintenance costs, and functional capabilities. The decision was driven by Oracle Primavera's lower total cost of ownership and superior Timesheet application functionality. The authority for this restricted competition procurement is 41 U.S.C. 1901 under FAR 12.201-1, Simplified Procedures.

JUSTIFICATION FOR RESTRICTED COMPETITION
BELOW THE SIMPLIFIED ACQUISITION THRESHOLD (SAT)
BRAND NAME
1. Name and Location of the organization making the purchase:
Federal Highway Administration 22001 Loudoun County Parkway Building E2, Suite 200 Ashburn, VA 20147
2. Description of supplies and/or services being procured:
The "Primavera P6 Enterprise Project Portfolio Management", "Primavera P6 Progress Reporter", and "Oracle Analytics" are Oracle Corporation products. The Oracle software is currently in use by all three Federal Lands Highway (FLH) Division Field Offices as their Project Management Information System (PMIS) to manage projects and resources and budgets.
FLH was directed to identify a singular PMIS platform to be more efficient and uniform across Federal Lands as well as to address risks identified in the Investment Review Board submittals.
To maintain this Single Enterprise (One FLH) mandate, Eastern Federal Lands Highway Division (EFLHD) requires the renewal of the Oracle software maintenance agreement to ensure that EFLHD has access to technical support required to stay current with IT Security requirements and general best practices. The total estimated amount of this action is $42,419.88, to be expended over a one year period of performance.
Name and Contact Information of Required Source:
Authorized Oracle Resellers
3. Rationale:
In 2014, FLH was directed by OST to identify a single PMIS platform to use across all FLH. At the time two platforms were in use, Deltek Open Plan (at EFL) and Oracle Primavera (at CFL and WFL). During the review process, other platforms were also considered even though throughout most of the construction Industry, Open Plan and Primavera are the two most common and feature-rich platforms. A list of requirements was generated that contained not only must haves, but also nice-to-have features were included. Each platform was reviewed against the requirements to determine eligibility to move forward in the evaluations. The two platforms left standing were Open Plan and Primavera.
Costs (including purchase, conversions, operation and maintenance) were included in the overall cost analysis. In the end, despite many similarities between the two platforms, Oracle Primavera was the recommended direction due to its lower purchase, conversion and operation and maintenance costs, plus a few features including more flexibility and functionality of the Timesheet application. Requirements were centered around the Timesheet application function within each platform.
