About this file

This document is a Sole Source Justification form for a local permit fee procurement by the Federal Highway Administration (FHWA). The FHWA requires a Building Permit from the Virgin Islands Department of Planning and Natural Resources (DPNR) Division of Permits to construct a project, with the permit fee estimated at $16,940.00. The justification is based on FAR Part 13 Simplified Acquisition Procedures, which allows solicitation from a single source when only one source is reasonably available. The permit will be obtained from DPNR's Division of Permits, located at 45 Estate Mars Hill in Frederiksted, VI, with Amanda Jackson-Acosta as the point of contact.
