About this file
This is a Sole Source Justification document for a simplified acquisition under FAR Part 13 for purchases under $250,000, submitted by the Federal Highway Administration in Ashburn, VA. The document justifies the sole source procurement of SAP2000 and CSiBridge software maintenance and technical support from Computers and Structures Inc. (CSI) for $26,255.00.
The justification explains that CSI is the only authorized distributor that can provide technical assistance, software upgrades, and maintenance for these programs. The software performs static/dynamic and linear/nonlinear analysis of structural systems, designs structures following AASHTO specifications, ACI and AISC building codes, and handles complex bridge geometries. The rationale states that SAP2000 and CSiBridge are the only software solutions that can perform finite element calculations using the load factor design method and maintain compatibility with ongoing projects across three Federal Lands divisions.

SOLE SOURCE JUSTIFICATION
For purchases made under FAR Part 13, Simplified Acquisition Procedures
(Under $250,000)
Name and Location of the organization making the purchase:
Federal Highway Administration Quantum Park, 22001 Loudoun County Parkway Building E2, Suite 200 Ashburn, VA 20147
Describe supplies and/or services being procured:
SAP2000 is finite element program that performs static or dynamic, linear, or nonlinear analysis of structural systems. The software also designs structures following AASHTO specifications, ACI and AISC building codes.
The product can easily define complex bridge geometries, boundary conditions and load cases. The bridge models are defined parametrically, using terms that are familiar to bridge engineers such as layout lines, spans, bearings, abutments, bents, hinges, and posttensioning. The software creates spine, shell or solid object models that update automatically as the bridge definition parameters are changed.
The estimated cost of this procurement is $26,255.00.
Name and Contact Information of Required Source:
Computers and Structures Inc.
1646 N. California Blvd., Suite 600 Walnut Creek, CA 94596 sales@csiamerica.com www.csiamerica.com
Rationale supporting the sole source acquisition (Authority under FAR 13.106-1(b)):
(b) Soliciting from a single source:
(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency*, exclusive licensing agreements, brand name or industrial mobilization). “ cSi Inc. is an authorized distributor of the SAP2000 and CSiBridge software and is the only company that can provide technical assistance and software upgrades and maintenance.
The SAP2000 and CSiBridge software is the only software that can satisfy the Office of Federal Lands need for software that can performs finite element calculations in accordance with the load factor design method and is compatible with ongoing projects at the three Federal Lands divisions.
