About this file
This is a Brand Name Justification document under FAR Part 13 Simplified Acquisition Procedures for purchases under $250,000, submitted by the Federal Highway Administration (FHWA) located in Ashburn, VA. The document justifies the sole source procurement of a floating work platform from Zion Marine in Kingston, TN.
The required platform must provide a stable work area that can be tethered to a bridge pier in navigable waterways, with capacity for a crew of four plus field equipment. The stability is critical for operating a concrete core drill to retrieve field test samples. Market research through internet searches identified Zion Marine as the only supplier offering a floating work platform that meets the specific requirements of being launchable from a small watercraft boat launch while providing sufficient deck space for the crew and equipment.
