About this file

This document is a Justification for Other Than Full and Open Competition for the procurement of a 99' DRM Pro-Dual Running Man Pro Target System for the USP Firing Range located in Jonesville, Virginia. The total estimated value of the procurement is $66,050.00. The justification cites FAR 6.302-1 as the statutory authority for limiting competition, as Action Targets is the only responsible source that can provide the required parts, services, and integration with the existing firing range equipment, which was also produced and installed by Action Targets. No market research was conducted due to the highly specialized nature of the procurement. The Contracting Officer has determined that the anticipated cost to the government will be fair and reasonable.

The related federal contract opportunity is a limited/sole source justification for the 99 DRM Dual Running Man, which was awarded to an unknown vendor for an unknown amount on 2024-07-23. The contracting activity is the United States Penitentiary Lee County, which is part of the Department of Justice Bureau of Prisons.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

Pursuant to the Federal Acquisition Regulation (FAR) Subpart 6.302-1 (a)(2)(ii) and the Bureau of Prisons Acquisition Policy (BPAP) Part 6.304(a) and AGD 06-006, the Federal Bureau of Prisons (BOP) has determined that the procurement of 99’ DRM Pro-Dual Running Man Pro Target System for the USP Firing Range, located in Jonesville, Virginia, meets the criteria established for other than full and open competition. This limitation on competition is justified as supported by the following information:

1. IDENTIFICATION OR THE AGENCY AND THE CONTRACTING ACTIVITY:

Department of Justice Federal Bureau of Prisons United States Penitentiary Hickory Flats Road Jonesville, VA 24263
