Paversol is claimed to be the only solvent that will not degrade hoses, fittings, seals and gaskets like other cleaners, and is reusable, biodegradable and easily cleaned with water. It has been tested and approved for use at the specified facilities. The suggested vendor is the only manufacturer and supplier of Paversol. Future acquisitions may consider exploring alternatives to increase competition.

SIMPLIFIED ACQUISITON PROCEDURES (SAP)
Justification for Brand Name and or Sole Source Acquisitions Over $3,500 but not Exceeding The Simplified Acquisition Threshold (SAT)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLE AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION, WHICH LIMTS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENTS REQUIREMENT. STATEMENTS SUCH AS “ONLY KNOWN SOURCE” OR “ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE “ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE THE
CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE.
Paversol, Part# KLPS-275 Sole Source/Brand Name Only. 6 Intermediate Bulk Containers (IBCs) of Paversol (275 gal each) shall be purchased and delivered for performing an internal cleaning operation of the tar lining systems at BLDGs 190 on A-Line and 175 on B-Line. The Paversol will also be used to aid in the cleaning of rejected tar lined bomb bodies.
5. UNIQUE CHARACTERISTIC THAT LIMIT AVIALIABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. MOST RECENT MARKET RESEARCH CONDUCTED (INCLUDE DATES & DETAILS). IF MARKET RESEARCH WAS NOT
CONDUCTED, EXPLAIN.
MCAAP Engineering and the MCAAP Chemical Laboratory has tested Paversol for cleaning the tar lining system at BLDGS 190 and
175. Paversol has an extremely low evaporation rate and high flash-point (above 200 deg F) so using it in a heated tar lining system is approved. Paversol doesn't also degrade hoses, fittings, seals, gaskets, and other soft rubbers like most citrus based and other chemical based cleaners. Paversol is also able to be cleaned (filtered) for reuse. Paversol is also environmentally friendly as it is 100% biodegradable. Paversol is easily cleaned up by water. Prior solvents such as Hypersolve have be prohibited for use on
MCAAP.
6. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES. COMPATIBILITY WITH EXISTING SYSTEM, IF APPLICABLE, & NON-CONPATIBILITY COULD RESULT IN EXCESSIVE ADDITIONAL MANUFACTURING AND/OR
RESEARCH AND DEVELOPMENT COSTS.
Paversol is only manufactured and sold by K & L Supply, Inc in Brookshire, TX.
7. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
Paversol is the only solvent that MCAAP Engineering feels that will not degrade hoses, fittings, seals, gaskets, and other soft rubbers like most citrus based and other chemical based cleaners.
8. PROVIDE A STATEMENT OF ACTIONS, IF ANY THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIER TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. IF THIS IS A FOLLOW-ON ACTION TO A PREVIOUSLY COMPETED ACTION, SO STATE.
If the current request is not action as stated, MCAAP will continue to experience problems with the tar lining systems at BLDGS 190 and 175. If the system is not cleaned periodically we run the risk of extensive downtime and reducing our revenue which will affect our NOR and readiness to the Warfighter.
