About this file
This document contains a justification for a sole source procurement and details of a related federal contract opportunity. The justification outlines the need to standardize Allen Bradley PLC 1769-L30ER systems across five remote US Coast Guard sites for an emergency communication network to ensure compatibility and maintainability. The related federal contract opportunity is a small business set aside seeking construction services to inspect and repair the SCADA system at the five sites using the existing PLC configuration. Offerors must be located in Alaska and registered in SAMS with proposals due by March 24, 2020. The estimated price range for the requirement is $250,000 to $500,000. The sites require air or water access given their remote locations.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT.
STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
PURCHASE REQUEST OR REQUISITION NUMBER
PR 2120870PJT935
PROJECT/TASK NUMBER
14300750 ESTIMATED AMOUNT $2000 per device, 1 device per site, 5 sites: $10,000 total for the project.
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE
Inspection and repairs of SCADA system using Allen Bradley PLC 1769-L30ER at five remote high-sites.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES
CAN BE USED.
The sites in this project, BEDE MT, RUGGED IS, CAPE GULL, SITKINAK DOME, MT MCARTHUR, are part of the USCG emergency communication system which is comprised of 32 remote sites in total. These sites provide life safety VHF radio communication coverage to Alaska mariners; a failure at any site puts lives at stake. Repairs and component parts must be compatible with the existing SCADA networked systems using the Allen Bradley PLC in order for the life safety VHF system to operate properly.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES
Past and current projects have established the Allen Bradley PLC 1769-L30ER as the standard PLC at Alaska Rescue 21 High sites SCADA systems. In order for this entire system to operate and be maintainable, there must be a level of standardization and compatibility at each site - so operators and technicians can become familiar enough with the systems to maintain, troubleshoot and repair all of these remote and difficult to access sites.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
PLCs from different manufacturers have different software - if there were different PLCs at various high sites the maintenance community that operates these sites would need different tools, different code language and different hardware which would make troubleshooting, maintenance and operation very difficult and expensive, thereby increasing the likelihood of human and/or system failure and putting mariner lives at risk. It is important to recognize that while the high sites seem like separate sites, they are all part of a single system and need to have similar configuration from one site to the next.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS
TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED
Market research indicates that responsible sources exist via small business set aside competition with recent experience in SE Alaska. Performance period is less than a year.
The USCG is making the justification publicly available
