About this file

This is a Justification for Sole Source (Simplified Procedures) under the Revolutionary FAR Overhaul 12.102(a), issued by NAVSUP Fleet Logistics Center, Norfolk Contracting Department on behalf of the Bureau of Medicine and Surgery (BUMED).

The government is procuring educational services from Vanderbilt University (CAGE Code 5E694) for the Mental Health Integration for Chaplain Services (MHICS) program during the 2026-2027 academic year, running from August 17, 2026 through May 8, 2027. The program includes fall semester (August 17 – December 19, 2026) and spring semester (January 11 – May 8, 2027) instruction for 14 chaplain students (7 first-year and 7 second-year) across Army, Navy, and Veterans Administration. The program equips chaplains with mental health identification and intervention skills, evidence-based treatment approaches, and collaboration capabilities with mental health professionals. The estimated total cost is $181,505.80, comprising $121,237.20 for first-year students and $60,268.60 for second-year students. Fall semester per-student fees are $8,709.80 (first-year) and $8,609.80 (second-year); spring semester per-student fees are $8,609.80 (first-year) with second-year students charged no spring fees. The justification cites MHICS as the unique collaboration between Vanderbilt University School of Divinity and the Veterans Administration offering the only standardized mental health training program specifically designed for military chaplains, with no other educational institution providing comparable instruction. The certification was digitally signed by the requiring activity on June 12, 2026.

The MHICS program is a unique collaboration between Vanderbilt University School of Divinity and the

Veterans Administration focused specifically on educating Chaplains (Army, Navy, and VA) in sharpening their Mental Health knowledge and skills. Since there is no standardized mental health training anywhere else for chaplains, this is a vital skillset in the military context as we are partners and extenders of mental health per the Mental Health Playbook. No other education institution offers a program like this, and the level of professional expertise offered by the VA psychologists who teach the MHICS program is tailor made for Navy needs, especially in BUMED/BSO-18 where chaplains do a lot of counseling and grief counseling for patients.

Currently, this is the only source available for this type of training.
