About this file

This is a Justification for Other Than Full and Open Competition document submitted by the U.S. Coast Guard (USCG) under 10 U.S.C. § 3204 for a sole-source procurement with Detyens Shipyards.

The USCG intends to procure dry dock repairs for 418-foot Maritime Security Cutter Large (WMSL) class cutters homeported in Charleston, South Carolina, through an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with firm-fixed-priced task orders. The estimated total contract value is $119,815,501.25 for fiscal year 2026-2031, funded through Operations and Support funds and Procurement, Construction, and Improvement funds. The solicitation number is 70Z08525RLREP0017. Detyens Shipyards, located at 1670 Drydock Avenue, Building 236, Suite 200, North Charleston, SC 29405-2121856255, is the sole contractor selected. WMSL cutters are 418 feet long with a 54-foot beam, 22-foot 6-inch draft, 28-knot maximum speed, 12,000-nautical-mile range, and diesel-electric propulsion with two controlled pitch propellers. Dry dock availability is required every five years for approximately 16 weeks.

The justification for sole-source selection rests on operational necessity. Military considerations require dry dock repairs within a 50-mile radius of the Charleston homeport to maintain the Operational Commander's deployment schedule; repairs more than 50 miles away would result in an 80-day operational schedule reduction per occurrence, totaling 320 days of lost operational capacity over the contract period. Market research identified thirteen vendors responding to a Sources Sought Notice posted on March 26, 2025, and an industry day conducted on April 8, 2025; only Detyens Shipyards meets Military Construction (MILCON) requirements for WMSL dry dock repairs within the required geographic constraint. The contracting officer will determine fair and reasonable pricing through market research, price history comparison, and independent government estimates. The USCG identified no Buy American Act exceptions applicable to this requirement.
