This is a Justification and Approval for Other Than Full and Open Competition (J&A) document under 10 U.S.C. § 3205 for a sole-source contract award.

The Department of Homeland Security (DHS), United States Coast Guard (USCG), Office of Procurement and Contracting (CG-9121-3) proposes to award a sole-source, Firm-Fixed-Price (FFP) contract to Java Productions, Inc. (JPI), located at 12235 Grapefield Rd, Unit 5, Bastian, VA 24314. The contract is for highly specialized, executive-level advisory and consulting services supporting the Deputy Commandant for Personnel (DCP) and CG-PSC-CPM. The solicitation number is 47909PR260000055, with Operations and Support funding from Fiscal Year 2026. The estimated total contract value across all periods is $840,234.24, comprised of a base period (June 24, 2026 – June 23, 2027) at $271,991.41, Option Period 1 (June 24, 2027 – June 23, 2028) at $279,996.84, and Option Period 2 (June 24, 2028 – June 23, 2029) at $288,245.99. The current contract with JPI expires June 23, 2026.

The requirement seeks a Senior Consultant with a minimum of 15 years of experience to manage complex civilian human resources policy transformations, including leading the USCG-specific civilian workforce governance overhaul and providing strategic counsel to Flag Officers and Senior Executive Service leadership. The justification for sole-source award cites that JPI possesses unique, non-transferable corporate understanding of USCG civilian personnel policy and proprietary institutional knowledge that cannot be transferred without significant mission degradation. The government's market research identified no alternative source with the specific in-depth institutional knowledge of ongoing proprietary USCG civilian HR initiatives. The J&A notes that replacing the incumbent would require an estimated six-month learning and onboarding curve costing a minimum of $136,760.00 in duplicative costs. To foster future competition, the USCG will require JPI to develop comprehensive documentation of current processes, stakeholder maps, and project histories as deliverables under this contract. The Contracting Officer certification is dated June 3, 2026, and the Technical Representative certification is dated June 1, 2026.

(e) Type of funding: Operations and Support

(f) Year of funding: Fiscal Year 2026

(g) Solicitation number: 47909PR260000055

(h) Background information about the requirement: This requirement for senior-level consulting is currently being fulfilled by JPI under contract 70Z02326FDPR10002, which expires June 23, 2026.

3. Description of Supplies/Services. The contractor shall provide highly specialized, executive-level advisory and consulting services to ensure the unbroken continuity of in-flight strategic initiatives for the Deputy Commandant for Personnel (DCP) and CG-PSC- CPM. The objective is to obtain a Senior Consultant with a minimum of 15 years of experience to manage active, highly complex civilian human resources policy transformations that are currently in motion. The specific tasks requiring the incumbent's unique, pre-existing institutional knowledge include leading the ongoing, multi-phase execution of the USCG-specific civilian workforce governance overhaul; applying a deep, proprietary understanding of internal Coast Guard political and operational sensitivities to finalize multi-year HR policy drafts currently in the coordination phase; and providing immediate, context-heavy strategic counsel and meeting facilitation for Flag Officers and Senior Executive Service (SES) leadership regarding sensitive, pre-decisional change management plans. These tasks cannot be successfully fulfilled by a generalized consulting firm, as the requirement demands the immediate, day-one application of historical project data, established stakeholder trust, and intimate knowledge of the DCP's unique organizational intricacies to prevent the derailment of mission-critical workforce readiness timelines.

4. Identification of Statutory Authority Permitting Other Than Full and Open Competition. The statutory authority permitting other than full and open competition is 10 U.S.C. § 3205(a)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.

6. Demonstration that the proposed contractors unique qualifications or the nature of the acquisition requires use of the authority cited. Awarding this contract to any source other than JPI and would result in substantial duplication of costs and unacceptable delays in fulfilling the agencys minimum requirements.

(a) JPI possesses a unique and non-transferable corporate understanding of the complex landscape of USCG civilian personnel policy, gained through their continuous performance of these specialized services. This corporate expertise extends beyond the baseline 15-year professional requirement and includes an in-depth institutional understanding of the intricate governance structures and decision-making processes within the USCG Deputy Commandant for Personnel (DCP). As the incumbent, the

10. Any Other Facts Supporting the Use of Other Than Full and Open Competition. None.

The justification relies entirely on the unacceptable delay and duplicative costs associated with replacing the incumbent Senior Consultant during a critical phase of policy execution.

11. A Listing of the Sources, if Any, that Expressed, in Writing, an Interest in the Acquisition.

None at this time. Any responses received from the Notice of Intent to Sole Source posted to SAM.gov will be reviewed and retained in the contract file.

12. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required. To foster future competition, the USCG will require the contractor to develop comprehensive documentation of current processes, stakeholder maps, and project histories as deliverables under this contract. This documentation will establish a baseline of knowledge that can be provided to all offerors in future solicitations, effectively reducing the incumbent advantage and lowering the learning curve for alternative vendors on subsequent acquisitions.

13. Contracting Officers Certification.
