About this file
This is a Justification Review Document for FAR Part 6 Justification and Approval for Other than Full and Open Competition (Control Number: 2026-025).
The document justifies a contract modification to extend the TAP 3.0 (Team Armor Partnership) services contract with General Dynamics Land Systems (GDLS) for an estimated value of $27.5 million. The contract provides comprehensive repair and sustainment services for approximately 1,300 components, including full lifecycle parts management and Unique Identification (UID) markings for military equipment at Fort Hood, Texas. The extension includes a six-month option under FAR 52.217-9 (October 2026–March 2027) and an additional six-month option under FAR 52.217-8 (March 2027–September 2027), allowing services to continue through September 2027 while a competitive follow-on contract (TAP 4.0) is awarded. The modification is justified under Title 10 U.S.C. §3204(a)(1) and FAR 6.103-1(c)(2)(ii), citing GDLS as the only responsible source capable of providing specialized repair services without causing unacceptable delays. The contracting activity is Army Contracting Command–Detroit Arsenal (ACC-DTA), with the requiring activity being Tank Automotive and Armaments Command Integrated Logistics Support Center (TACOM ILSC).
The justification identifies unacceptable delay as the primary risk if the extension is not approved, potentially resulting in up to a 12-month service gap until the new competitive contract is awarded. GDLS maintains the established supply chain, proprietary processes, and expertise necessary for seamless service delivery, and in-house alternatives or other contractor options are deemed infeasible due to lack of specialized infrastructure and expertise. Market research conducted October–November 2025 evaluated commercial options, AbilityOne programs, and government contract vehicles (GSA OASIS, GSA ASTRO) but determined none met the requirements. Four alternative contractors identified through a Sources Sought Notice were evaluated and rejected due to capability gaps or inability to meet expedited timelines. The document includes certifications from the Technical and Requirements personnel, Legal Counsel (Anthony L. Arcaro), Contracting Officer (Lee F. Tappy), and Command Advocate for Competition (Rachel Capaldi) approving the sole-source extension. Fair and reasonable pricing will be based on prevailing rates from the existing contract, with certified cost or pricing data required as part of the modification.

9. Market Research:
From 20-23 October 2025, the Government conducted internet research to identify the appropriate contractor pool and acquisition method for the TAP program. This research leveraged federal procurement data systems and websites, including the System for Award Management (SAM.gov), the GSA.gov portal, and the Acquisition Gateway.
Keyword searches were performed utilizing terms such as "repair," the Product Service Code (PSC) "J025", and "component-level repair." It was determined by TACOM and ACC that the required services are not readily available in the commercial marketplace.
In accordance with FAR 8.002, the AbilityOne program was considered as a potential source. A review of the AbilityOne website on 23 October 2025 confirmed that the specialized services required for TAP are not currently offered through the program.
ACC-DTA also evaluated existing Government-wide and multi-agency contract vehicles by searching relevant databases, including contractdirectory.gov, between October and November 2025. Although several contract vehicles were identified, none met the unique requirements of this effort. Specifically, General Service Administration One Acquisition Solution for Integrated Service (GSA OASIS) was found unsuitable due to its focus on professional services, whereas the TAP program requires non-professional maintenance and repair of M104 Wolverine Heavy Assault Bridge (WHAB), Abrams, and Bradley LRUs/SRUs. Similarly, the GSA ASTRO program, while designed for maintenance and repair, would necessitate multiple contractors, leading to increased costs, administrative burdens, and operational risks. The TAP program requires a single contractor working at Ft. Hood, TX to ensure efficiency and reduce risk, making ASTRO an unsuitable option.
ACC-DTA issued a Sources Sought Notice on 04 November 2025 via Sam.gov, to solicit interest, acquire, and assess the capabilities of qualified contractors. All responsible sources were encouraged to submit a capability statement for the Government to consider by 04 December 2025.

11. Other Facts:
a. Procurement history.
1) Contract numbers and dates of all awarded contracts for these same requirements.:
Refer to the chart.
2) The competitive status of these actions. Refer to the chart.
3) Authority previously cited if less than full and open competition was used. Refer to the chart.
4) If any prior contract for this requirement was accomplished using full and open competition or full and open competition after exclusion of sources, include a detailed explanation of the changed circumstances causing this action to now limit the sources.
Historically, contracts for TAP requirements have been awarded to General Dynamics Land Systems on a sole sourced basis, with one contract awarded on a competitive basis in 2020. Previous contract W56HZV-20-C-0216 was solicited as a competitive and resulted in two proposals, however GDLS was again ultimately awarded the contract.
5) An explanation of any unusual patterns that may be revealed by history, e.g., several consecutive, urgent buys. N/A. There are no unusual patterns in the Procurement history.
