About this file
This is a Justification and Approval (J&A) document for a GSA Class Deviation RFO-2025-06 authorizing limited source procurement for custodial and related services at the Wilbur J. Cohen Federal Building in Washington, DC.
GSA Public Buildings Service is procuring emergency short-term custodial and related services through a three-month bridge contract with a six-month extension option, with an estimated value of $1,253,747.25 inclusive of the base and option period. The contract will be awarded to the incumbent contractor, Melgar Facility Maintenance (MFM), which has provided satisfactory services at the location since at least 2018. The authority for this limited source justification is 41 U.S.C. 3304(a)(2), citing unusual and compelling urgency that would seriously injure the Government if limited to full and open competition. Current services expire June 30, 2026, and immediate service continuation is required beginning July 1, 2026. GSA performed market research through a Request for Information posted on eBuy from February 11-25, 2026, which generated thirty-six small business respondents with eleven being 8(a) contractors, demonstrating market interest for the anticipated competitive consolidated Blanket Purchase Agreement (BPA) for custodial services at both the Cohen and Mary E. Switzer Federal Buildings. The bridge contract is necessary while the Acquisition Team develops a competitive consolidated BPA solution that will improve performance, reduce costs, and streamline the acquisition process. GSA's recent organizational restructuring and the need for re-procurement due to policy shifts away from 8(a) direct awards created the urgent circumstances supporting this procurement action. The contracting officer determined pricing to be fair and reasonable based on historical pricing and an independent government estimate.
