| Requisition Number: 503342 | |
| Cost Estimate Include ALL Options: $131,471.41 | |
| Sole Source: SetCan StressVest Blank Fire Conversion Kits, Laser Inserts and Face Sensor Goggles | |
| 3 Explanation of why it is necessary to sole source andor use brand names: SetCan's StressVest system is a non-projectile force on force firearm tactical training system for law enforcement, military, and corrections. It allows for a substitute to live-fire training and simulates the impact of projectiles using wearable gear with transmitters and sensors. | |
| 4 Describe steps taken to avoid subsequent restrictive procurements: SetCan is the only company that makes and sells this proprietary technology. SetCan owns the patented rights. There is no other authorized or permitted distributor in the USA. The Secret Service has purchased many StressVest systems through prior orders. This order is to supplement those systems being used currently. | |
| 5 Certifications Approvals: At this time, StressVest is the only non-projectile, tactical training system on the market. All accessories are compatible with the currently owned StressVest System. This is planned as a one time supplemental buy. The Secret Service will monitor the market and assess whether competition for future requirements is feasible. | |
