FORR ACQUISITIONSS UNDERR THE SIMPLIFIEDD ACQUISITIONN PROCEDURES
This document sets forth the justification and approval as required by 13.106-1(b)(1) &(2).
1. Contractingg agencyy andd activity.
The Department of the Interior, Bureau of Land Management (BLM) – Colorado (BLM-COSO), Fire and Aviation Directorate, Lakewood, CO, requests the Division of Support Services Branch of Business Services, Lakewood, CO, to contract on a sole-source basis.
2. Nature and/or descriptionn of actionn being approved.
The requirement is anticipated to result in the award of a Firm-Fixed-Price Commercial Purchase Order pursuant to FAR 13.302 with a Period of performance concluding within 30 days of award.
The government intend to make award to the approved source supporting L-481 AAdvancedd Leadership Trainingg for Commandd andd General Staff; Mission-Centered Solutions (UEI:
SM3RAL8S6EY5) of Franktown, CO pursuant to paragraph 6. The government determines that the product service code for this procurement is U004 Education/Training – Scientific/Management and NAICS 611430 Professional and Management Development Training.
3. Description of supplies orr services.
The Colorado State Office (140L17) of the Bureau of Land Management requires a contractor for the instruction of advanced leadership training supporting operational and tactical level wildfire responses across the nation. Although the preponderance of BLM-CO Fire responses occur within the states boundaries, the federal nature of their mission requires training to enable coordination and cooperation broadly in accordance with a doctrinal course of study. The program of instruction provides for an advances methodology for coordinating interagency responses of decentralized personnel in accordance with the BLM MS-9200 Series of program manuals.

5. Statutory authority.
41 U.S.C. 1901 – Simplified acquisition procedures (use when the simplified procedures for purchases of property and services for amounts (1) not greater than the simplified acquisition threshold
6. Rationale supporting use of the authority stated in paragraph 5.
The federal government has a long history and large volume of commercially acquire training for which it does not possess an organic capability, nor the quandary of volume to organically resource. The training in question is for payment supporting multiple Colorado Fire Employees and does not split the training requirement among others in order to avoid any statutory thresholds. It is determined that this approach is the most efficient and economical means of obtaining this resource and is the required methodology pursuant to the Department of the Interiors Acquisition, Arts, and Asset Policy (DOI-AAAP) 0052.
The training is sole sourced to the contractor as an approved source. Mission-Centered Solutions is a System for Award Management registered vendor able to provide the required sources within the period of performance (3 – 7 March 2025) at the governments location (
). As a SDVOSB, the selection of this vendor does not compromise DOI or BLM small business goals.
The contractors past performance is substantial within the federal workspace supporting multiple agencies with five indefinite delivery vehicles and 90 task specific contract actions pursuant to their FPDS-NG records.
Pursuant to paragraph 4, this acquisition is not anticipated to exceed the Simplified Acquisition Threshold as defined withing 48 CFR 2.101.
7. Other information.
The training being acquired only has one available source. The National Wildfire Coordinating Group (NWCG) prescribes and validates instructors for their core doctrinal instruction. The approved vendor list may be found at https://www.nwcg.gov/wfldp/nwcg-leadership-curriculum-providers-and-lead-instructors .
8. The efforts to identify additional sources including the market research cconducted.
Market Research was conducted and no other vendors were identified, nor requested addition to the approved instructor list. If identified, the contractor would be required to submit training plans and other agency testing and clearance that would fail to meet the schedule needs for this requirement ahead of the start to wildfire season. Delay promoting additional competition in the current year would result in the additional risk of untrained leadership in command-and-control positions less the required training to perform such duties, or the overloading of multiple workloads onto a smaller population of command and control individuals. The resultant risk analysis assumes that such an act unnecessarily places risk onto the lives and property of Colorado residents and is not in the best interests of the United States Government.
99. Future plans to permit competition.
Mission -Centered Solutions was approved to conduct this Program of Instruction in 2015. At this time, there is no indication that the NWCG, nor industry, intends on approving additional resources for this course of instruction.
10. Certification
The ordering activity Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief and evidence that the supporting data that form a basis for the justification have been certified as complete and accurate by technical/program personnel.
