DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:_36C256-23-AP-0442_____________________
1. Contracting Activity: Network Contracting Office (NCO) 16, Department of Veterans Affairs, VISN 16, Central Arkansas VA Healthcare System – Central Little Rock VA Medical Center. Request other than full and open competition, sole source procurement, due to inoperable CT scanner. This request is of unusual and compelling urgency (FAR 6.302-2).
Purchase Request (i.e. 2237) Number: 598-23-1-723-0074
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a sole source action to be awarded without providing for full and open competition. The Central Arkansas VA Healthcare System requires a one-time emergency repair of its GE Healthcare Discovery NM/CT 670 in accordance with the manufacturer’s maintenance manual and specifications. Repair is to include the replacement of the X-ray tube and HV cable and any additional troubleshooting required to ensure the proper functionality of this device is restored. The GE Healthcare Discover NM/CT 670 is used for Computed Tomography (CT) procedures to explore new dimensions of disease and provide the best possible treatment and monitor of the Veteran patients.
The repair of the equipment is estimated at
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The parts must be GE Healthcare, the OEM, replacement parts. The repairs must be performed by an OEM trained and certified technician with expertise on the GE Healthcare Discovery NM/CT 670 and Innova 3100-IQ. Only the OEM can provide the required warranty on repair and parts of the equipment. The aforementioned circumstances deem only one source reasonably available to provide the required urgent repair of the equipment.
The GE Healthcare Discover NM/CT 670 is a highly sophisticated piece of diagnostic imaging medical equipment and is used daily for the care and treatment of our veterans. The potential for further downtime can cause more procedures to be rescheduled which are costly to the medical center if sent out as fee-basis and can increase the amount of time before our patients are served.
