About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Naval Air Warfare Center Weapons Division (NAWCWD) located in China Lake, California. The document authorizes a contract modification to N68936-19-C-0039 with General Dynamics OTS (GD-OTS) Inc., located in Anniston, Alabama, to add new tasking for the manufacture and delivery of Standoff Land Attack Missile Expanded Response (SLAM ER) warhead housings. The original contract was issued on 20 September 2019 on a firm-fixed-price basis. The modification requires GD-OTS to manufacture and deliver warhead housings within nine months for use in producing missile warhead sections for the U/RGM-109E TACTOM (Tactical Tomahawk) system, with the warhead housings and fuzewells to be used for new and recertification of TACTOM All-Up-Round (AUR) complete missile systems. The estimated total dollar value for fiscal years 2026 through 2027 is redacted in the document.
The justification for sole-source contracting is based on 10 U.S.C. 3204(a)(1), finding that only GD-OTS is a responsible source capable of meeting requirements. The rationale emphasizes that no other suppliers currently possess the requisite manufacturing processes and tooling to deliver warhead housings within the accelerated nine-month schedule driven by immediate demand for increased missile production due to current international conflict. A sources sought announcement was posted to SAM.gov on 10 June 2026 with no capability statements received. The Contracting Officer determined the anticipated cost to be fair and reasonable, and NAWCWD has no current plans to compete future contracts for these supplies, though will assess feasibility if alternative sources emerge.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAWCWD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAWCWD will assess whether competition for future requirements is feasible.
As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.104-72(a), the prior J&A numbered 18-0474 was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS PGI 206.104-72(b).
