About this file
This is a Justification and Approval (J&A) document for a sole-source bridge contract to be awarded to Magellan Federal, Inc. by the Department of the Navy's NAVSUP Fleet Logistics Center Norfolk.
The contracting activity is requesting a three-month base period with three one-month option periods beginning August 1, 2026 and ending January 31, 2027, to provide support services for the Defense Enrollment Eligibility Reporting System/Real-time Automated Personnel Identification System (DEERS/RAPIDS) at 57 Department of Defense (DoD) sites. Services include identity verification, issuance of DoW Identification Cards, and DEERS updates for all DoD service branches, military personnel, retirees, contractors, and dependents. The current task order (N0018921F3006) under Seaport NxG expires July 31, 2026. A competitive follow-on requirement was solicited as a 100% women-owned small business set-aside through Seaport NxG, resulting in six quotes. However, due to Government Accountability Office (GAO) protests filed on July 28, 2026, and ongoing corrective action re-evaluating the source selection decision, performance cannot commence on August 1, 2026. The bridge contract as a Cost-Plus-Fixed-Fee (CPFF) is necessary to prevent service lapses while the corrective action is resolved and a new competitive award is issued. The base period will be funded with Fiscal Year 2026 Navy Operation and Maintenance appropriations, while any exercised options will be funded with FY 2027 appropriations. The Contracting Officer has determined the anticipated cost to be fair and reasonable.

Text version
Source Selection Information See FAR 2.101 and 3.104 is the only vendor uniquely situated with the knowledge and personnel on hand to meet MNCC requirement and provide DEERS/RAPIDS services timelines. At this time, transitioning to a new vendor in this environment to which work may have to be duplicated, and the new contractor personnel would have to be on-boarded is neither effective nor practical to meet the needs of MNCC. This sole-source action is necessary to provide enough time to resolve the corrective action with the award decision or issue a new award from the competitive follow-on without a break in service that supports MNCC DEERS/RAPIDS services. Considering the likelihood of this re-evaluation and changes needed to the follow-on requirement, including the possibility of- re-soliciting this acquisition, a performance start date of 01 August 2026 is not feasible.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.
As indicated herein, a re-evaluation of the award decision under the task order in support of the MNCC DEERS/RAPIDS services at 57 different geographic locations is underway. The requirement was solicited through Seaport NxG as a 100% women-owned small business set aside and six (6) quotes were received in response to the solicitation. It was originally forecasted that performance would start on 01 August 2026; however, due to the protests issued to the GAO and the corrective action taking place to remediate
, it is not feasible that performance will start on 01 August 2026.
As stated above, it is anticipated that a three-month base period with three one-month option periods, will provide enough time for the corrective action to be resolved and the follow-on order to be awarded.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
As outlined in section 6 of this document, a competitive solicitation for the services described herein has been issued and six quotes were received. The quotes are currently under re-evaluation. There are no additional actions that need to be taken to remove barriers to future competition.
9. Contracting Point of Contact
The point of contact at NAVSUP FLC Norfolk Contracting Department, Pentagon Directorate is Mrs.
