About this file

This document is a Memorandum for Senior Contracting Official (SCO) seeking approval for a bridge contract action for food service operations at the US Naval Hospital in Guam. The bridge contract will cover cafeteria-style food service from 1 January through 30 June 2026, with an estimated value of $955,000, under the Defense Health Agency's authority. The existing contract number is HT941025P0032, and this is the second time the requirement has been bridged.

The memorandum details potential mission failures if the bridge contract is not approved, including disruptions to food services, compromised patient nutrition, increased operational costs, legal and compliance risks, diminished staff morale, and negative public perception. The Defense Health Agency plans to award a new competitive contract effective 1 July 2026, with a base year and one 12-month option period. During this new contract period, the DHA and AbilityOne Commission will work to place the requirement on the AbilityOne Procurement list. The milestone schedule for the competitive award includes completing the requirements package by 12/1/2025, issuing the solicitation on 1/6/2026, and targeting contract award on 3/13/2026.

12. Has this requirement been bridged before? Identify the number of times the requirement has been bridged before: Yes – once before

13. Describe the Mission Failure if the Bridge Contract is not approved, mission failures could occur impacting both operational effectiveness and overall mission objections.

13.1 Disruption of Food Services: Immediate Impact on Patients and Staff - without an approved contract, the cafeteria may face disruptions in food service operations, leading to inadequate meal provision for patients and staff. This could negatively affect patient health and morale, as well as staff productivity.

13.2 Compromised Patient Care: Nutritional Needs – patients often rely on cafeteria services for essential nutrition, which is critical for recovery and overall health. A lapse in food service could lead to patients not receiving necessary dietary requirements, potentially worsening their health conditions.

13.3 Increased Operational Costs: Emergency Solutions – the absence of a bridge contract may force the organization to seek emergency or temporary food service solutions, which are often more expensive and less efficient. This could strain the budget and divert resources from other critical areas.

13.4 Legal and Compliance Risks: Regulatory Non-compliance – food service operations must adhere to health and safety regulations. A lack of a valid contract could lead to non-compliance issues, exposing the organization to legal liabilities and potential penalties.

13.5 Diminished Staff Morale: Impact on Workforce – disruptions in food services can lead to dissatisfaction among staff, impacting morale and retention. Taff may feel undervalued if their basic needs, such as meals during shifts, are not met.

13.6 Negative Public Perception: Reputation Damage – if the cafeteria food service operation fails to provide adequate services, it could lead to negative feedback from patients, families, and the community. This could damage the organization’s reputation and trustworthiness.

13.7 Operation Inefficiencies: Workflow Disruptions – the absence of a reliable food service can disrupt daily operations, leading to inefficiencies in patient care processes and overall workflow. Staff may need to spend time seeking alternative meal options, detracting from the primary responsibilities.

13.8 Long-term Strategic Implications: Future Contracting Difficulties – failing to approve the bridge contract may complicate future contracting efforts, as it reflects poorly on the organization’s ability to manage essential services effectively. This could deter potential vendors from engaging with the organization in the future.

14. Actions Taken to Eliminate Future Need for Bridge Contract:

The plan of action is to award a new contract to be effective from 1 July 2026. This new contract will contain a base year, plus one 12-month option period. During the period of performance under the new contract, the DHA and the AbilityOne Commission will work towards placing the requirement on the AbilityOne Procurement list.
