JUSTIFICATION AND APPROVAL

FOR USE OF SOLE SOURCE

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY.

2. DESCRIPTION OF THE ACTION BEING APPROVED.

Award of a contract on a sole source basis for a Library Services Platform (LSP) in support of the USNA, Nimitz Library. Authority to act under this class justification expires on September 20, 2020

3. DESCRIPTION OF SUPPLIES/SERVICES.

An LSP is a library management system for managing print, electronic, and digital resources.

The USNA requires a new LSP in order to maintain library performance, provide modern service for their patrons, and improve academic success at the USNA. The LSP has to be cloud based and has to have a Web Scale Delivery Tool that does not require a third-party “add-on” and that is FedRAMP certified. The anticipated period of performance is for one (1) base period of six (6) months, which will consist of the implementation period, and four (4) option periods, which will consist of the subscription periods.

This authority applies to the proposed procurement based off the market research applied to this procurement. Market research showed that Alma Digital from Ex Libris North America appears to be the only LSP that meets all specifications set forth in the Statement of Work (SOW).

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A Request for Information (RFI) was posted by FLCN on 11 March 2019 to 20 March 2020 to search for possible vendors. Six (6) vendors responded to the RFI but only one (1) vendor could meet all necessary requirements. The first vendor was Ex Libris and they met all necessary requirements in the SOW and were considered acceptable by the USNA. The second vendor could not provide a FedRAMP certified Web Scale Discovery Tool and did not offer a LSP. The third vendor failed to answer any RFI questions. They were also not a Library System Vendor and did not offer a product. The fourth vendor was not cloud based and not FedRAMP certified.

The fifth vendor was not FedRAMP certified and was not 100% web based (which is a requirement stated in the SOW). The sixth vendor could only provide a third-party add-on (Federated Search Tool). The USNA has tried Federated Search Tool in the past and it could not live up to the library’s standards.

The POC at the USNA sought out vendors that could supply an LSP that meet all of the Nimitz Library’s specifications. He attended the American Library Association annual conference in Washington D.C. from June 20-25, 2019 and met with representatives from all major library system vendors. He attended meetings and presentations where library systems and current library automation trends were discussed. The POC also discussed current library systems with staff from the Naval Postgraduate School (NPS), Marine Corps University (MCU), USMA and the FDA. It was discovered that NPS and MCU currently use versions of Ex Libris Alma.

7. DETERMINATION OF FAIR AND REASONABLE COST

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. ACTIONS TO REMOVE BARRIERS TO FUTURE COMPETITION

For the reasons set forth in Paragraph 5, NAVSUP FLCN has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP FLCN will assess whether competition for future requirements is feasible.
