About this file

This justification document outlines a sole source procurement by the Department of Veterans Affairs Network Contracting Office 16 for Leica Immunostainer reagents and consumables to be used at the Michael E. DeBakey VA Medical Center in Houston, Texas. The medical center requires these proprietary products to maintain the safety and efficiency of diagnostic staining performed using two Leica Immunostainers currently in its possession. As the original equipment manufacturer, Leica Microsystems is the only source for reagents and consumables compatible with this equipment. The justification cites FAR 13.5 for simplified procedures for commercial items as the authority for restricting competition. The period of performance is base year December 2022 through November 2023 with four additional one-year options. The estimated total value including all options is provided.
