About this file

This Justification and Approval (JA) document supports a sole-source procurement for Motorola Solutions, Inc. to provide 37 portable radios and 15 mobile radios for the USAG Humphreys DES Fire & Emergency Services Division in South Korea. The total contract value is $30,947.00, funded through Operations & Maintenance, Army (OMA) funds for fiscal year 25, with a fixed-price contract type. The procurement is a new requirement to replace existing Motorola APX6000 radios that are no longer supported, with Motorola being the only authorized vendor capable of programming the proprietary Enterprise Land Mobile Radio (ELMR) equipment installed in the Korean Theater of Operation.

Market research conducted through PD2, historical data, Federal Supply Schedules, and the System for Award Management confirmed no alternative service providers meeting the technical specifications and maintenance service requirements. Motorola's local team at Osan Air Base is uniquely positioned to program the military radio frequencies and ensure smooth implementation for the firefighters, making them the sole reasonable source for this specialized radio programming and maintenance service.
