About this file
This Justification and Approval (J&A) document supports a Firm Fixed Price contract extension with Zygos Consulting, LLC for Strategic Advisory Services supporting the Defense Health Agency (DHA) Portfolio and Resource Management (PEO Medical Systems J-6) Directorate. The government intends to extend the existing contract (HT0015-24-C-0003) from 23 July 2025 to 22 November 2025 due to delays caused by a change of scope and follow-on award approval processes. The bridge action is necessary to prevent a break in services and ensure continuity of critical strategic advisory support, which includes consulting, supervising studies, analyzing data, providing recommendations, and supporting program and project staff. The requirement was originally solicited on SAM.gov as a small business set-aside, with proposals received on 4 December 2024, and the extension will only be implemented if a potential protest requires a longer adjudication period.

5. Rationale Justifying Use of Authority Cited:
The recompete Strategic Advisor Support (SAS) Services was solicited on SAM.gov and proposals were received on 4 December 2024. There has been a delay due to a change of scope at the requirement owners request and Department of Government Efficiency (DOGE) response on the follow-on award approval. This bridge action would only be needed, if a protest is received and the period to adjudicate takes a longer period than the current bridge action covers.
If a protest is not received after award, then the bridge action will not be needed.
Recompeting the requirement or executing a bridge to any other source or allowing current services to expire would result in a substantial loss of the current functionality and sustainment of the DHA. The cost and time it would take to bring on a new contractor for the limited time needed until award and start of performance for the new contract would lead to a break in service, loss of critical support, and mission failure for PEO Medical Systems (J-6).
6. Efforts to Obtain Competition:
As required by FAR 5.201, a notice of intent was posted on June 18, 2025, notifying interested vendors that we plan to put a short-term extension in place, if needed, due to the delays in evaluating proposals. A Request for Information (RFI) waiver was granted approval on 1 July
2025. An RFI at this time would not further inform the Agency’s decision to award a sole-source contract. Further bridge actions should not be needed because the requirement is currently in recompete status, was solicited on SAM.gov as a small business set-aside
7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition:
A new follow-on requirement has been competed under solicitation number HT0015-24-R-0021
(SAS) This current request is needed due to a delay to a change of scope at the requirement owners request and Department of Government
Efficiency (DOGE) response on the follow-on award approval. This bridge action will only be required if a protest is received and the period to adjudicate takes a longer period than this current bridge action covers. If a protest is not received after award, this bridge action, and any further bridge actions will not be necessary for contract HT0015-24-C-0003.
8. Market Research:
In accordance with FAR part 10, the recompete follow on to HT0015-24-C-0002 was solicited on SAM.gov on 01 August 2024 and proposals were received on 4 December 2024.
Nevertheless, it is in the best interest of the Government to extend the current contract with the incumbent due to a delay to a change of scope at the requirement owners request and Department of Government
Efficiency (DOGE) response to the follow-on award approval.
