About this file

This is a Justification and Approval (J&A) document for a sole source contract modification issued by the Department of the Navy, Naval Air Systems Command, Commander Fleet Readiness Centers (COMFRC) at Patuxent River, Maryland.

The document authorizes a Firm Fixed Price (FFP) contract modification to Craneworks, Inc. (CAGE 1T6T5) under existing contract N68520-25-P-0113 for the replacement of six hoist systems (designated P1, P2, P3, P4, P5, and P6) at Fleet Readiness Center Southwest (FRCSW). The scope includes structural analysis of existing hoist structures, building trusses, and attachment points, along with replacement of overhead pneumatic/electric traveling monorail hoist structures, associated hangers, runway rails, and pneumatic/electrical control systems. These hoist systems are critical to electroplating processes that deposit metal onto aircraft components. The estimated completion date is March 31, 2027, with funding from Operation and Maintenance (O&MN) funds in FY26. The modification is justified under 10 U.S.C. 3204(a)(2) for unusual and compelling urgency, citing that FRCSW has lost 100% of working capacity on hoist lines P2, P5, and P6, and existing hoists do not meet current structural standards per Crane Safety Advisory CSA 221A. A near-miss incident involving falling hoist material and deteriorating conditions exceeding 30% structural deterioration necessitate immediate replacement to prevent safety risks and maintain aircraft delivery schedules. The Contracting Officer determined the estimated cost is fair and reasonable based on price analysis, and no additional sources sought notice is required as this action is under an existing order per Revolutionary FAR Overhaul guidelines.

(CAGE 1T6T5) under contract N68520-25- P-0113 to procure the replacement of six (6) Hoist Systems, designated as P1, P2, P3, P4, P5, and P6 at Fleet Readiness Center Southwest (FRCSW).

The hoist systems are used for electroplating processes to deposit metal onto aircraft The electroplating & electro-stripping process relies on the hoist systems to move components through the production line and processes to equip warfare systems with aircraft reliability, protect parts and components to meet critical mission demands.

This J&A will permit the award of a Firm Fixed Priced (FFP) modification to contract N68520-25-P- 0113 with the estimated completion date of 31 March 2027 and will be funded by Operation and Maintenance (O&MN) Funds. The estimated total value of this effort is as set forth in the table below.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

On November 14, 2024, the original sources sought notice was posted on SAM.gov for N68520-25-P-0113 seeking capable vendors to replace, upgrade, and repair overhead electric traveling hoists, associated hangers, runway rails and electrical control systems in support of depot-level maintenance operations, equipment sustainment efforts to adequately support and meet fleet aircraft delivery schedules.

The Government contemplated soliciting another sources sought for the current modification, however, the Government determined it would not be beneficial for justification as stated in Section 5 above.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, COMFRC, Patuxent River, MD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, COMFRC, Patuxent River, MD will assess whether competition for future requirements is feasible.
