About this file

This is a Justification and Approval for Other Than Full and Open Competition (J&A) document executed by the Naval Medical Research Command (NMRC), Silver Spring, Maryland, on behalf of the Navy to procure on-site technical support services for the Disorientation Research Device (DRD).

The Navy seeks a new on-site technical support services contract for the DRD, Navy Medicine's most unique and expensive research system, with a start date of March 30, 2026. The contract will be awarded to Environmental Tectonics Corporation (ETC), Southampton, Pennsylvania, as a sole source acquisition under the authority of 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1). The justification establishes that ETC is the only responsible source capable of providing Original Equipment Manufacturer (OEM) level support necessary for the DRD's operation and maintenance. The DRD must maintain 100% availability and functionality to ensure continuity of world-class research data collection. The Contracting Officer will conduct a price analysis to determine fair and reasonable pricing before award, with the expectation that the negotiated contract price will reflect a discount from ETC's commercial price list. Market research was performed and the requirement will be posted to the government point of entry in accordance with FAR 5.202. The point of contact for inquiries regarding this J&A is the Material Management Department at the Naval Medical Research Command, reachable at usn.detrick.nmrc.mbx.mmdcontracts@health.mil. The Contracting Officer certified this justification on March 17, 2026.
