The Department of Veterans Affairs Regional Procurement Office East intends to award a Commercial Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract to Booz Allen Hamilton on a sole-source basis for the Million Veteran Program (MVP). The contract period runs from September 26, 2025 through September 25, 2030. The Veterans Health Administration Office of Research and Development requires scientific deliverables including data annotation, curation, mapping, and statistical genetic analysis to support MVP's genomic research initiatives. Specific tasks include: MVP data annotation, mapping, and associations with reference standards; annotation and curation of molecular data for publication and disease outcome associations; VA/MVP terminology mapping and metadata curation for ontology representation; statistical and bioinformatics analysis for omics data at the current scale of 1-2 million samples; and advanced statistical analysis of MVP datasets. MVP has processed over one million samples with more than 650,000 curated samples released to date.
The justification for sole-source selection rests on Booz Allen Hamilton's unique qualifications as the only vendor with eight years of experience building and refining multi-omics pipelines specifically for MVP data, extensive institutional knowledge of VA's genomic data structure, and specialized expertise that cannot be easily replaced. The vendor has collaborated with VA to develop quality assurance protocols resulting in approximately 730 publications. The J&A notes that awarding to a new vendor would incur an estimated $2-2.5 million additional cost and approximately one year delay for onboarding and achieving operational capability. A notice of intent to sole source was posted to SAM from July 9-21, 2025, resulting in two responses, neither of which demonstrated the unique qualifications required. The anticipated contract value is redacted in the document. Approvals have been obtained from the Contracting Officer, Division Chief of Regional Procurement Office East, and the VHA Regional Procurement Office HCA Executive Director.

2. Nature and/or Description of the Action Being Processed:
The Office of Research and Development intends to negotiate a Commercial Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract on a sole source basis with Booz Allen Hamilton for services that provide scientific deliverables including but not limited to data annotation, curation, and mapping as well as statistical genetic analysis in support of the Million Veteran Program.
This contract is for an ordering period of 26 September 2025-25 September 2030.
3. Description of Supplies/Services Required to Meet the Agency�s Needs:
The Veterans Health Administration Office of Research and Development (ORD) runs the Million Veteran Program (MVP), which is national initiative and requires the scientific requirements of data annotation, mapping, and curation to make genomic data �research ready� as well as well as statistical and bioinformatics to help with analysis and trouble shoot the multi-omic analysis tools in the VA�s High Performance Computing environment at scale. MVP has currently processed over million samples and to date has released curated data set of more than 650,000 samples. The processing of the remaining samples are well underway with the workflows, pipelines, and analytical methods developed over the last few years. MVP continues to recruit participants to build the largest genomic data bank associated with longitudinal clinical date anywhere in the world.
Deliverables include expert statistical analysis, data cleaning and curation methods and pipelines, data mapping processes at scale, and bioinformatics analysis at scale for MVP.
Towards this goal the vendor is required to perform the following tasks:
1) MVP Data annotation, mapping and associations with reference/standards.
2) Annotation and Curation of molecular data to develop summary results for publication, disease, and outcomes association annotation knowledgebase.
